You kind of have to be on drugs if you're homeless in this country. A lot of government shelter and homeless rehabilitation programs require it.
They probably won't make it. If they're that exposed a predator like a raccoon or something will probably find them. If it's sitting in a way that can hold water they can drown too.
All the shelters around me are full and kill any surrendered cats after 24 hours. Everything depends on where you live and how high the stray population is.
Is tough for mother cats to protect and care for their kittens unless they gave a good hidey hole, and even that's no guarantee. You just kind of have to accept they probably won't make it if you don't provide shelter for them. It's just the way things are. More stray kittens are born than anyone can take care of. Some stray kittens I rescued became the best friends I could have asked for. But it's not for everyone.
