The reason ID is banned in California (and New York) elections is to enable large-scale fraud.
When you combine no ID and mail-in voting, fraud is de facto legalized.

The CA Government side of the cheating is "legal". They have made illegal procedures legal (to CA). The Democrats now have 100% FULL control of elections there. Nobody stopped them for decades, as they were whining about "voter access", they were actually using that to codify the cheat machine.
CA is really not part of the U.S. anymore, It is like it's own nation. Nobody stopped them when they had the chance. The only positive are some billionaires are leaving the state.
