Executive Order 13818 is a US sanctions framework signed by President Donald Trump on December 20, 2017, that implements the Global Magnitsky Human Rights Accountability Act. Blocking Property: All US-sourced property and interests in property of designated persons are blocked and may not be transferred or dealt in.
Visa Restrictions: Unrestricted immigrant and nonimmigrant entry into the United States for designated individuals is suspended.
Prohibited Transactions: US persons are prohibited from engaging in any transactions or providing goods and services to designated targets.
Global Reach: Non-US persons engaging in transactions with designated SDNs (Specially Designated Nationals) may also face designation for providing material assistance.
The national emergency declared by the order is subject to annual renewal under the National Emergencies Act; it was most recently continued for one year beyond December 20, 2024. The Office of Foreign Assets Control (OFAC) administers these sanctions, maintaining a list of designated individuals and entities, which has included officials from Russia, China, and other nations involved in human rights abuses or significant corruption.
