Yes, but with an important clarification:Nikki Floris was a Supervisory Special Agent (SSA) before becoming a Deputy Assistant Director (DAD) in the FBI Counterintelligence Division, but she did not literally “move into Peter Strzok’s job.” She moved into a different DAD position within the same division after Strzok had left.

The career sequence was roughly:

  • Peter Strzok

  • Career FBI Special Agent.

  • Rose to Deputy Assistant Director of the Counterintelligence Division’s Operations Branch.

  • He was removed from that position in 2017 after the discovery of text messages between him and FBI attorney Lisa Page, and he later left the FBI in 2018.

  • His role was focused on operational activities (investigations, cases, field operations).

  • Nikki Floris

  • Began her FBI career as a Special Agent and later became a Supervisory Special Agent.

  • She served in various counterintelligence roles before becoming a senior FBI executive.

  • In 2018, she was named Deputy Assistant Director of the Counterintelligence Division’s Intelligence Branch.

  • Her branch handled intelligence analysis, collection, and related functions—not the same operational branch Strzok had led.

The confusion comes from the fact that both held the title Deputy Assistant Director (DAD) in the Counterintelligence Division, which is a senior executive rank. In the 2019 hearing, Floris was asked about Strzok and specifically stated that she did not take over his position; she said Strzok had been over one of the division’s operational branches, while she was over the Intelligence Branch.

So the more precise answer is:

Yes, Floris was a Supervisory Special Agent earlier in her FBI career. She later became a DAD in the same Counterintelligence Division where Strzok had been a DAD. But she did not succeed him in his exact job; she moved into a parallel senior leadership role after he had departed.

One additional point that may be relevant to your line of questioning: the FBI Counterintelligence Division had multiple senior leadership tracks. A person moving from SSA → supervisory roles → DAD was a normal FBI career progression; the fact that Floris occupied a similar rank to Strzok later does not, by itself, indicate that she inherited his investigations, teams, or authorities.

Flores served as Dep. Assistant Dir. of FBI’s Counterintel Branch from 2018-2022. She oversaw FBI's criminally weaponized Foreign Influence Task Force, led a 300-person workforce, and was Wray's personal pick as election security lead for 2020.

By her own LinkedIn: she "routinely, if not daily" briefed Director Wray on 2020 election threats. That chain of command is why investigators say she's the key witness against Wray. Here is Oversight Project's criminal referral of Wray:

THE SABOTAGE BRIEF: Aug 6, 2020 — Floris personally briefed Sens. Grassley & Johnson, days after Schumer, Warner, Pelosi & Schiff sent the FBI a letter tying the senators' Biden probe to "Russian disinformation."

Oversight Project

@ItsYourGov

Sen. Grassley called the briefing "unnecessary and completely irrelevant" and Grassley asked Floris whether they would "leak that would shed false light on our investigation." It leaked to the press within days and was used to falsely smear his investigation as Russian-linked.

Oversight Project

@ItsYourGov

Under oath in 2023, Floris admitted the briefing wasn't even FBI intelligence: "ODNI owns this whole process… took the lead in drafting the script." She delivered ODNI's script while wearing the FBI's badge. The FBI had no intelligence that Grassley's investigation was tainted.

THE FITF PRETEXT

In February 2020, an unusual public appearance for an FBI assistant section chief, a representative of the FITF claimed foreign malign actors sought "to create mistrust of government…to undermine the public's confidence in the credibility of an established, free and independent news media to create an environment of public mistrust in the narrative reported by traditional news organizations"

In other words, the FITF sought to prop up the woke, establishment media. He even seems to have predicated the FITF censorship of the Hunter Biden story: "The FITF management team meets regularly with social media and tech companies. When appropriate, the FBI provides actionable intelligence to social media companies to help them fight abuse of their platforms by foreign actors." Of course, the establishment media ran stories on this speech, socializing the notion that the FITF's coming 1st Amendment abuses were not outrageous.

Minutes after Albany released it, HQ recalled it, "at the direct request of officials including Nikki Floris." The reason, per Sen. Grassley's released emails: "the reporting will contradict Director Wray's testimony."

Oversight Project

@ItsYourGov

12h

That testimony: Wray telling the Senate on Sept 24, 2020, one day earlier, the FBI had "not seen… any kind of coordinated national voter fraud." Floris's division buried the one report that said otherwise.

Oversight Project

@ItsYourGov

12h

An FBI Albany analyst's internal note flagged it directly: recalling the report "implied… one of the reasons we aren't putting this out is for a political reason." Floris's office then made all election intel route through HQ first, a new requirement.

Oversight Project

@ItsYourGov

12h

THE WRAY LINK: The Oversight Project's June 26, 2025 criminal referral names Floris explicitly as the evidentiary bridge; she knew of the Chinese threat, and "Wray had to have also known," given her daily briefings to him.

Oversight Project

@ItsYourGov

12h

THE CENSORSHIP APPARATUS: Floris publicly championed FITF's "Protected Voices" program, which ran FBI back-channels into Facebook, Twitter & Google to flag "foreign disinformation." The FITF deplatformed countless social media accounts that had zero nexus to malign foreign influence because the woke FITF didn't like the content of their 1st Amendment speech.

Oversight Project

@ItsYourGov

12h

Per congressional records and the Twitter Files, most content flagged through those channels wasn't foreign at all, it was domestic conservative speech, including the already-authenticated Hunter Biden laptop story.

Oversight Project

@ItsYourGov

12h

TARGETING DISSIDENTS: The same FITF, under Floris's authority, opened inquiries into FBI sources and employees who tried to report Biden family conduct. A foreign-influence section turned inward on its own workforce.

Oversight Project

@ItsYourGov

12h

ARCTIC FROST: The counterintel case that became Jack Smith's Trump probe opened Feb 2022, inside the same Counterintelligence Division Floris led through May 2022, built on the same tools (Round River, ODNI's Notification Framework) her office ran.

Oversight Project

@ItsYourGov

12h

Where it stands: FITF was disbanded Feb 2025. Wray's criminal referral is with DOJ. Sen. Grassley's records requests for her communications are pending and Floris is now "Director of Insider Risk" at Microsof

Nikki L. Floris Named Intelligence Analyst in Charge of the Intelligence Division of the Washington Field Office

Director Christopher Wray has named Nikki L. Floris as the intelligence analyst in charge of the Intelligence Division of the Washington Field Office. Ms. Floris most recently served as a deputy assistant director in the Counterintelligence Division at FBI Headquarters in Washington, D.C.

Ms. Floris is the first person to hold the position of intelligence analyst in charge at an FBI field office.

Ms. Floris joined the FBI as an intelligence analyst in 2005 and was assigned to the Directorate of Intelligence at Headquarters. She served on the director’s daily briefing staff and helped produce executive-level briefing documents.

In 2008, she transferred to the San Diego Field Office and served as the domain management coordinator and as lead of the Counterterrorism Analytic Team. She was part of the team that investigated a senior commander of al Qaeda in the Arabian Peninsula (AQAP).

Ms. Floris returned to the Counterterrorism Division at Headquarters in 2010 as a supervisory intelligence analyst in the Arabian Peninsula Terrorism Analysis Unit. She was later named unit chief and led efforts to identify, target, and disrupt AQAP activities in the United States.

In 2011, Ms. Floris was named the assistant section chief of the division’s Counterterrorism Analysis Section, responsible for operational and policy-making decisions and strategies involving terrorist recruitment, radicalization, and threats in the United States and overseas. She was named section chief in 2013.

Ms. Floris was promoted in 2017 to deputy assistant director in the Counterterrorism Division, where she oversaw terrorism financing operations, strategic operations, and counterterrorism analysis. She moved to the Counterintelligence Division as deputy assistant director of its Intelligence Branch in 2018, where she oversaw all intelligence and strategic functions for the FBI’s counterintelligence program and served as the FBI’s election security lead for the 2020 presidential elections.

Prior to joining the FBI, Ms. Floris was a lead systems analyst in the private sector. She earned a bachelor’s in psychology and a master’s in criminal justice.

>n 2008, she transferred to the San Diego Field Office and served as the domain management coordinator and as lead of the Counterterrorism Analytic Team.She was part of the team that investigated a senior commander of al Qaeda in the Arabian Peninsula (AQAP).

Yes, there was a direct operational overlap between Nikki Floris’s FBI investigations and John Brennan, but it did not happen because Brennan was stationed in the Middle East at the time.

Instead, their work intersected at the highest levels of the U.S. government in Washington, D.C., where both were concurrently managing the immediate threat posed by Al Qaeda in the Arabian Peninsula (AQAP). [1, 2]

## The Location Misconception

While John Brennan did spend time stationed in the Arabian Peninsula, that took place much earlier in his career. He served as a political officer in Jeddah, Saudi Arabia from 1982 to 1984 and as the CIA Chief of Station in Saudi Arabia from 1996 to 1999. AQAP was not officially founded until a decade later, in January 2009. [3, 4, 5, 6]

## The Actual Overlap (2010–2013)

The true crossover in their work occurred between 2010 and 2013, a period when AQAP became the primary terrorist threat to the U.S. homeland: [2]

*Nikki Floris's Role: In 2010, Floris returned to FBI Headquarters to serve as a supervisory intelligence analyst in the Arabian Peninsula Terrorism Analysis Unit, later becoming its Unit Chief. She was directly responsible for leading the FBI's domestic efforts to identify, target, and disrupt AQAP activities and its senior commanders. In 2011, she was promoted to Assistant Section Chief of the Counterterrorism Analysis Section. [1, 7]

*John Brennan's Role: From January 2009 to March 2013, Brennan served at the White House as President Obama’s Assistant to the President for Homeland Security and Counterterrorism. In this powerful role, he was the chief architect of the administration's counterterrorism policy, famously monitoring AQAP as "the most operationally active node of the al-Qaida network" and managing the U.S. drone strike program targeting its leaders in Yemen. [2, 3, 8, 9, 10]

## How Their Work Connected

Because Floris’s FBI unit was the central hub for analyzing domestic AQAP threats and investigating its senior commanders overseas, her unit's intelligence directly fed into the high-level briefings and strategic decision-making tables run by Brennan at the White House.While they operated from different branches of government—Floris handling the investigative law enforcement intelligence at the FBI and Brennan directing executive national security policy—they were tracking and targeting the exact same AQAP commanders during the peak of the group's operational strength. [1, 11]

If you would like to explore this further, I can provide more details on the specific AQAP commanders targeted during this timeframe or explain how the FBI and White House coordinate on international counterterrorism targets.

During the 2010–2013 timeframe, the FBI's Arabian Peninsula Terrorism Analysis Unit (led by Nikki Floris) and the White House National Security Council(led by John Brennan) were tracking a highly lethal cadre of AQAP commanders. [1]

This specific group of leaders revolutionized global terrorism by moving away from massive, 9/11-style plots toward decentralized, lone-wolf operations and undetectable explosive devices targeting the U.S. homeland. [2, 3]

The primary AQAP commanders targeted during this period include:

## 1. Anwar al-Awlaki(Chief of External Operations)

*The Threat: A dual U.S.-Yemeni citizen, al-Awlakiwas the most high-profile target of this era. He used internet videos and the English-language magazine Inspire to radicalize Westerners. [4, 5]

  • The Interagency Focus: The FBI tracked al-Awlaki's direct digital ties to domestic terrorists, including the Fort Hood shooter and the failed 2009 Christmas Day "underwear bomber". [3, 6]

  • The Outcome: He became the first American citizen placed on the U.S. strike list, a decision heavily managed by Brennan's office. Al-Awlaki was killed in a U.S. drone strike in September 2011. [5, 7, 8]

>The Outcome: He became the first American citizen placed on the U.S. strike list, a decision heavily managed by Brennan's office.

## 2. Ibrahim al-Asiri (Chief Bomb Maker)

  • The Threat: Al-Asiri was a brilliant and terrifyingly creative chemical engineer. He designed non-metallic explosives meant to pass through airport security undetected, including the underwear bomb and the 2010 cargo plane printer cartridge plot. [2, 6, 9, 10]

  • The Interagency Focus: For Floris’s FBI team, al-Asiri was a constant focus of domestic aviation security. Whenever intelligence suggested al-Asiri had built a new device, the White House and FBI would coordinate immediate, emergency changes to TSA screening procedures at U.S. airports.

  • The Outcome: He survived multiple drone strikes during this timeframe but was eventually killed in a 2017 U.S. operation in Yemen. [9, 11, 12]

## 3. Samir Khan (Editor of Inspire Magazine)

  • The Threat: Another American citizen, Khan was the technical mastermind behind Inspire magazine. He famously published the article "How to Make a Bomb in the Kitchen of Your Mom," which provided the blueprints used years later in the 2013 Boston Marathon bombings.

  • The Interagency Focus: The FBI's analysis focused heavily on Khan's recruitment strategies targeting Americans.

  • The Outcome: Khan was killed in the exact same September 2011 drone strike that targeted Anwar al-Awlaki. [1, 13, 14, 15, 16]

## 4. Nasir al-Wuhayshi (Emir of AQAP)

  • The Threat: The overall leader of AQAP, al-Wuhayshi was a former close aide to Osama bin Laden. He successfully merged the Saudi and Yemeni branches of Al Qaeda in 2009, using the political chaos of the 2011 Arab Spring to seize entire cities in southern Yemen. [17, 18, 19, 20]

  • The Interagency Focus: Al-Wuhayshi was on the global high-value target matrix. Brennan's White House apparatus relied heavily on the FBI and CIA to map out al-Wuhayshi's command structure to target his subordinates. [18, 21]

  • The Outcome: Al-Wuhayshi was eventually killed in a U.S. drone strike in June 2015. [18]

## 5. Qasim al-Rimi (Military Commander)

  • The Threat: Al-Rimi served as AQAP’s chief military strategist during this period, directing the group's ground forces in Yemen and approving international operations.

  • The Interagency Focus: The U.S. government placed a multi-million dollar bounty on his head. The FBI tracked his communications and videos to see if his tactical guidance was inspiring domestic "lone wolf" actors.

  • The Outcome: Al-Rimi survived the 2010–2013 window, succeeding al-Wuhayshi as emir in 2015 before being killed in a U.S. drone strike in 2020. [2, 4, 9, 18, 22]
