Tropical Storm Bertha made landfall in southern Louisiana on Wednesday and is moving along the northwestern Gulf Coast, where tropical storm warnings remain in effect.
The National Hurricane Center has discontinued warnings for portions of the Louisiana and Mississippi coasts, with the storm expected to dissipate after making a second landfall in Texas Thursday night or early Friday.
But tropical storm conditions will continue spreading across parts of the northern and northwestern Gulf Coast through Thursday, forecasters said.
There may also be isolated flash flooding, with up to 6 inches of rain possible in some areas, as well as coastal flooding.
Bertha is the second named storm of the 2026 Atlantic hurricane season. The first, Tropical Storm Arthur, brought heavy rain and flash flooding to parts of southern Texas, Louisiana and Mississippi last month.

India: Leopard Bursts into Liquor Store, Attacks Employee

Dramatic video footage shows a leopard bursting into a liquor store in India and attacking an employee as he desperately tries to flee,before the wild animal begins sniffing around the empty shop, knocking bottles off a shelf.
A leopard suddenly charged into a liquor shop in Todaraisingh, northern India, and immediately pounced on the 25-year-old shopkeeper, Sanjay Gurjar, on Monday, according to video footage obtained by theSun.

The video shows Gurjar managing to quickly evade the big cat, before bolting out of the building and leaving the leopard slinking around what appears to be a stock room inside the liquor store.
While snooping around the shop, the wild animal can be seen pushing a few boxes over and knocking bottles of alcohol off shelves.
The shopkeeper — who reportedly sustained injuries to his hand, shoulder, and nose from the attack —was able to close the blinds to the shop as he scurried out, trapping the leopard inside.
“I somehow pushed the leopard away and ran towards the exit,” Gurjar said. “As I ran, I pulled the shutter down. Then I lost consciousness.”
Video surveillance from outside the store also shows the leopard leaping at another man, 40-year-old Fateh Lal Koli, before barging into the booze shop, the Sun reported.
The same leopard — which wandered into the northern Indian town just before 9:00 a.m. —accosted a third man, forest volunteer Rakesh, that morning.
All three men were injured in the attacks, which sparked a five-hour search for the wild animal. The extent of the two other men’s injuries was not made clear.
Wildlife specialists eventually tracked down the leopard and tranquillized it at around 2:00 p.m. The big cat, which was reportedly a five-year-old male, will be returned to the wild, according to the report.

U.S. homicide rate drops 18%, nearing historic low per year

July 23 (UPI) — Crime rates are on thedecline in U.S. cities with the national homicide rate falling by 18%, inching closer to a historic low, the Council on Criminal Justice said Thursday.
The Council on Criminal Justice released its mid-year report examining patterns for 13 types of crime in 36 U.S. cities.It found that nine of the 13 crimes were on the decline through mid 2026.
“This report is not evidence of the success or failure of any policy or practice,” co-authors Ernesto Lopez and Bobby Boxerman wrote. “It simply documents recent crime trends from a sample of large U.S. cities.”
Lopez, a senior research specialist for the Council on Criminal Justice, and Boxerman, a research scientist for the Regional Justice Information Service based in Missouri, added intheir report that there is not a single explanation for the current crime trends.
Several possibilities were highlighted as having potential links to declining crime rates,including changes in criminal justice strategies, technological advances and shifts in society and culture.
The changes in crime rates were compared to rates from the first half of 2019 for a look at longer trends.In that comparison, homicide declined by 31%, recording declines in 26 of 30 cities.
Lincoln, Neb., had the deepest reduction inhomicides over 2019, falling by 100%. Lincoln is one of four cities with a decline of more than 50%.
The national homicide rate increased by 30% from 2019 to 2020.
Of the nine types of crime that declined in the first half of the year,carjacking had the greatest decrease, falling by 47%.
Drug offenses have continued to rise, marking the biggest upward trend at 12%.
The Council on Criminal Justiceprojected that the end of 2025 homicide rate would likely be the lowest since 1900. It says its mid-year data “suggest” the homicide rate in 2026 will fall even further, “reaching a new historic low.”
“Murder and other crime rates are falling across the map, in cities with different political leadership, housing and economic conditions, policing and prosecution strategies, violence reduction models, and levels of federal enforcement activity,” Adam Gelb, president and CEO of the Council on Criminal Justice, said in a statement. “Local policies and programs surely matter,but the striking consistency of the decline suggests that macro-level forces are exerting enormous influence as well.”

Exclusive: Study Estimates Trump Immigration Enforcement Lowered Florida, Texas Education Funding Burden by up to $890 Million

Declines in the number of English-learning students enrolled in Florida and Texas public schools during the 2025–26 school year were associated with an estimated $835 million to $890 million reduction in education funding across the two states, according to an American Accountability Foundation report obtained exclusively by Breitbart News.
The July 23 memorandum, issued by Thomas Jones of the American Accountability Foundation and addressed to the Republican Governors Association, attributes the enrollment changes to the Trump administration’s immigration-enforcement policies following several years of increases under former President Joe Biden.
“In Florida the news is good; in Texas, where the drop far outpaced the overall enrollment trend, the news is great,” the report states.
Florida classifies students actively receiving English-language-learner instruction under the designation “LY.” That population increased from 277,473 during the 2021–22 school year to 368,068 in 2024–25, an increase of 90,595 students, or 32.7 percent.
During 2025–26, however, the number fell by 23,641 students to 344,427, representing a 6.4 percent decline and the first decrease in the period examined by AAF.
AAF said the number of students entering post-exit monitoring continued to rise, which it argued showed that students were “not dropping out mid-program” and that the decline instead reflected fewer new English learners entering Florida schools.
The Florida Education Finance Program funds English-learning students through an English for Speakers of Other Languages cost factor of 1.165, or 16.5 percent above the base amount. Using a Base Student Allocation of $5,372.60, AAF calculated average total funding of approximately $9,122.93 per student during 2025–26.
Applied to the decline of 23,641 students, the organization estimated that the change was associated with between $215 million and $235 million in education funding.
Texas identifies English-learning students as “Emergent Bilingual” students. Their number increased from 1,108,883 in 2020–21 to 1,345,917 in 2023–24 before remaining nearly unchanged in 2024–25.
Preliminary 2025–26 data show that the population then fell by 54,749 students to 1,290,293, a decline of approximately 4.1 percent.
AAF noted that total Texas public-school enrollment declined by only 1.4 percent during the same period.
“The Emergent Bilingual population shrank roughly three times faster than the overall student body,” the report states.
AAF said the disparity was “not a general enrollment dip that happens to include English learners,” but rather “a disproportionate, targeted contraction” among the population the organization described as most associated with recent immigration. The Texas figures are preliminary, and the Texas Education Agency’s final 2025–26 enrollment report is expected later in 2026.
Texas funds Emergent Bilingual students through its Bilingual Education Allotment. AAF estimated total state and local maintenance-and-operations funding of approximately $11,950 per student during 2025–26.
Applying that amount to the reduction of 54,749 students, AAF estimated that the change was associated with between $620 million and $655 million in education funding, including approximately $370 million to $390 million representing the state’s share.
The organization said the full per-student cost, “not merely the language-program premium,” was the appropriate measure because when a student leaves the public-school system entirely, “the state and its districts no longer fund that student at all.”
Combined, AAF estimated that the one-year declines were associated with between $835 million and $890 million in education funding across Florida and Texas.
“The data is clear — ending Biden’s open borders leads to a lower burden on education budgets,” AAF concluded. “Put more simply, supporting the President’s border-enforcement and deportation policies means more funding for your local schools — nearly one billion dollars in these two states alone, in a single year.”

The US Senate on Thursday rejected an Iran war powers resolution to restrain President Trump in a 47 to 49 vote.
RINO Senator Susan Collins voted with the Democrats.
Democrat Senator John Fetterman voted with the Republicans.
Senators Rand Paul and Lisa Murkowski did not vote.
The Senate blocked the war powers resolution after the House earlier Thursday voted 214-208 to pass the measure.
Four Republican congressmen voted with the Democrats to pass the measure: Barrett, Fitzpatrick, Davidson, and Massie.

The Senate rejected the latest attempt to rein in President Trump’s war powers in Iran on Thursday, soon after the House adopted a separate measure rebuking the president amid escalations in the conflict in recent days.
In a 47 to 49 vote, one Republican — Susan Collins of Maine — joined Democrats in voting to advance the measure.Sen. John Fetterman of Pennsylvania was the sole Democrat to oppose. Sens. Lisa Murkowski of Alaska and Rand Paul of Kentucky, who have previously supported similar war powers efforts, did not vote.
The resolution, led by Sen. Chris Van Hollen of Maryland,would direct the president to “remove the United States Armed Forces from hostilities within or against Iran, unless explicitly authorized by a declaration of war or a specific authorization for use of military force.”
In late February, Israeli and US forces launched joint military strikes against Iran.
Earlier this month, a ceasefire agreement fell apart after Iran attacked commercial vessels in the Strait of Hormuz and launched attacks against bases in Jordan.
On Wednesday evening, the US Military launched its 12th consecutive night of strikes against Iran.

Government withdraws subpoenas of 3 reporters for The New York Times after admitting legal errors 1/2
NEW YORK (AP) — Criticized by a federal judge for sloppy legal work, the government on Thursday withdrew subpoenas that would have compelled three New York Times reporters to testify about their sources for articles about President Donald Trump’s Qatari-gifted Air Force One jet.
The withdrawals in U.S. District Court followed a remarkable back and forth between a visibly irritated Judge Arun Subramanian and government attorneys.They come at a time when the Trump administration is vigorously going after news organizations whose reporting and coverage it doesn’t like — and also trying to crack down on leaks inside the government.
The government’s retreat in the face of vigorous legal opposition and a stern reprimand from a judgemarked the latest instance of the Justice Department pulling back on its aggressive efforts to compel journalists to identify their sources before a grand jury. The administration recently withdrew similar subpoenas that sought to compel testimony in Virginia from journalists for The Washington Post and The Wall Street Journal.
Subramanian said he otherwise would have granted the newspaper’s request to reject the subpoenas because laws and regulations pertaining to subpoenas served on journalists maintain that they should be issued as a last resort in an investigation.
“Subpoenas are the last step, not the first step, but the last step,” the judge said, citing rules set to protect against violations of the First Amendment. He said the government’s actions had turned the law and the regulations “on its head.”
Government attorneys upbraided by judge
Subramanian noted that with protections for journalists at stake,the government was required to ensure it could not obtain what it needed from any other sources before issuing subpoenas to journalists.
“Subpoenas are not the first thing you do, they are the last thing you do,”he said in a proceeding in which he became increasingly heated and testy in his questioning of government lawyers about steps they took in their investigation.
“When you see something like this, if this were a civil proceeding,what I would normally do is ask the parties to show causes why sanctions should not be issued,” the judge said.
The hearing was public despite efforts by the Trump administration to keep secret thelitigation spawned by subpoenas it served on the Times’ journalists to try to get them to divulge their sources.

The newspaper’s lawyers had challenged the validity of the grand jury subpoenas, along with subpoenas issued for phone records of several Times journalists and some of their relatives.Senior Times officials, including the paper’s managing editor and general counsel, sat in the gallery watching during Thursday’s proceedings.
The request for phone records raised questions about the extent of the investigation being carried out by the Justice Department.
The new jet in question, a present from Qatar that Trump’s administration spent $400 million to retrofit and upgrade, recently . But Trump used to leave in Turkey earlier this month.
The Times, citing anonymous sources, reported that the switch had come at the urging of the Secret Service and that the newer plane lacked some of the advanced security features of the older Air Force One aircraft, including antimissile capabilities. On social media, Trump rejected claims of security concerns.
The Times wrote in a letter to the judge several days agothat two subpoenas seek records beginning on Jan. 1, long before the newspaper published articles on July 8 and July 9 that became the basis for the grand jury subpoenas.
It said that lengthy stretch of records sought would indicate that the purpose of the subpoenasmight have been “to forage for information about the Journalists’ source relationships more broadly.”
The Times argued for the phone records subpoenas to be disallowed on the grounds that the government had acted in “bad faith” and ignored its own protocols by not giving the journalists advance notice that records were being sought and by demanding the information “without first conducting any serious investigation.”
The Justice Department has by saying that “reporters are not the targets, those leaking classified information are.”
The Justice Department also said it had complied with its own regulations in issuing the subpoenas and had taken investigative steps before seeking them. It said it was authorized to delay disclosing the subpoenas but decided to alert the journalists’ lawyers so they could challenge them.
The additional subpoenas included a request for phone records of one reporter’s mother and two of the journalists’ spouses. The motion noted that the mother in question is a mental health professional with confidential client relationships and that one of the two spouses is the general counsel of a law firm.

Here’s the thing, John—if you don’t want to get roasted, do your job. It’s not like he’s pushing for a national reciprocity law, which would be full of hurdles. The SAVE America Act has support from 70 percent of Americans, and a slim majority is no excuse: Speaker Mike Johnson has a more unruly group, but he also has a slim majority. He was able to get three bills passed. He also managed to pass 12 appropriations bills this winter, most of which funded the government through this year. The Department of Homeland Security bill, however, caused a headache, with the agency shut down for almost 100 days. Thune opted to work with Democrats on a deal; he believed them—the worst part—and they schooled him.
He’s repeating the same strategy with this government funding measure to prevent a shutdown on September 30. Once again, Democrats want a government shutdown, and the Senate's approach of passing its own funding bill only delays the process and increases the risk of derailment, all because Thune cannot get things done.
He’s been roasted by President Trump and White House Press Secretary Karoline Leavitt today during the briefing, where our senior Washington correspondent, Cameron Arcand, also had the honor of asking the first question from the new media seat.
“She or somebody else ought to get on the phone and get the votes, right?” Thune said, mighty huffy.

A Secret Service agent on Vice President JD Vance’s security detail is under internal review and has been put on administrative leave after being suspected of leaking information for a news story that included details about Vance’s travel, a source familiar with the matter said.
A second source also saidofficials had identified a person believed to have been leaking information about Vance.
The Secret Service confirmed the inquiry in a statement Thursday morning, though it did not detail what,specifically, the agent was suspected of disclosing.
“A member of the Vice Presidential Protective Divisionis the subject of an administrative investigation, and potential criminal inquiry, involving allegations of compromising operational and information security,” Secret Service Chief of Communications Anthony Guglielmi said in the statement.
“While we will not comment on the specifics of this matter, one principle is unequivocal: any conduct that undermines the trust and confidence between a protectee and their protective detail is fundamentally incompatible with our mission and will not be tolerated.”
The Secret Service added that “any conduct that potentially threatens the safety of a protectee will not be tolerated.”
The review is being conducted by the agency’s internal affairs component, the first source said, andit’s unclear if any possible administrative punishment or criminal charges could be forthcoming.
The employee issuspected of having been a source for a recent story on MS NOW about agents on Vance’s security detail dismayed by the purported burden the vice president’s personal travel schedulehas placed on his security team. As part of its coverage, MS NOW also described Vance’s planned travel, including flying with his son on a Marine Corps helicopter to a golf lesson — plans that were later aborted.
There have long been concerns within law enforcement and military circles over the challenges Vance’s often unpredictable personal and professional travelschedule places on the hundreds of security and logistics people who support his movements, sources told CNN. The issue has beenparticularly acute for the Secret Service, which has faced staffing shortages that require agentsto work longer hours in a high-stress protection job that leaves little room for error, sources said. But the MS NOWstory caught the attention of Secret Service, FBI and White House officials, who fumed over operational details being describedin the press, the first source said. AWhite House official decried the leaks of the VPs movements as “treasonous,” adding that the vice president and his family were uneasy over themand what the disclosures might signal about their protective detail. A former agent told CNNthe leak exposes “intrinsic vulnerability within the Secret Service” that poses operational security risks.
“You telegraphed movement of two protectees, one of which is a minor, and it puts them in the spotlight. The whole purpose is to keep them out of the spotlight,” the former agent said, adding, “This is negligence at the highest degree.”
The MS NOW storyreported that there was a “budding morale problem” on the team of agents assigned to Vance and his family. The agents, the story said,were frustrated by last-minute travel demands, requiring them to cancel days off or drop other plans. And itreported the plan to use a government helicopter for a golf lesson was unusual, noting that current andformerSecret Service Supervisor saidit had no precedentand that “prior vice presidents eschewed using such expensive government perks for the convenience of their children’s schedule.”
A spokesperson for MS NOW did not immediately respond to a request for comment.
The development comes as the Trump administration has vowed tocrack down on what it views as unauthorized disclosures to the press.

Chief of staff Susie Wiles, Trump’s closest aide, and FBI Director Kash Patel helped personally orchestrate that probe – with some officials being asked to turn over their phones to investigators on White House grounds, sources familiar with the matter previously told CNN.
