1988Just in time for a fraudulent study by the NSA to declare a STEM shortage in the US. Kind of coincidental, isn't it? Visa hell for American workers began. Makes it all look like a plan to replace the American worker. More money for corporate, no jobs for Americans. How much money from NASSCOM and/or India was used to bribe Congress to pass legislation from a study they criticized?
And in 1990, Congress nearly tripled the number of permanent visas for highly skilled (cough, cough) immigrants.
