Smells like false flag to me. Those tires looked like they were just stacked up like that last week. Also the plastic is like perfectly clean white. It wouldn't be like that if it had been there a while.
Look at the plastic canopy. It appears to be freshly unwrapped and unfolded. Brand new plastic top lining. Smells fishy.
