You might try .org financial filings. Could give you some names or who drafted the org. Most of the links at bottom of wikileaks are no longer good, so info may be hard to come by.

 

Will also continue to look into those other 2 Oil/Gas corps as well as the german SAP co.

Der Speigal may have some interesting articles. I remember the first time Q dropped the crumb about mirror, Der Speigel came up. It prints some very interesting articles. Not sure if they have a searchable database tho. Lots to look into, thanks to you.

They claim a variety of community leaders got together to talk about the rising violence. They agreed they needed an organization to do want they saw needed done. 2 months later Viva Ria was borned. No one person or entity is taking credit for it. Like I said, searching financial record the year or so after it was created or seeing if there are docs recorded that list who founded the org. If it is indeed WJC/C_A, then not likely to find their names on it.

It is interesting that it wasn't long before the UN took it up as a member.

Not sure I saw the post that first mentioned Viva Ria, but the first bread all the digging started in I capped a post. That might give you a starting point if you want to go back and look.
