So much time and planning goes into fail-over systems which is more or less what you are suggesting. In large corps, it is practiced many times to ensure everything happens perfectly and then when the moment arrives that it needs to happen, usually it doesn't work perfectly.

 

To think that the DOJ was able to pull this off first time, swapping out servers that they don't control on a network they don't control and are not completely familiar with. I would say near impossible and most likely illegal.
