Senate hopes to end years of spending gridlock

The Senate next week embarks on an unusual strategy that could result in the passage of most of the 2019 federal government spending in one bill, and before fiscal year-end deadline.

Lawmakers agreed to begin debate on a bill that would fund the nation’s massive defense budget as well as the departments of Labor, Health and Human Services, and Education. The legislation couples two major, unrelated appropriations bills in a “must-pass” package that lawmakers hope will end years of spending gridlock.

If the bill is approved later this month, it would be an historic moment for the Senate, which passed no spending bills on time in 2018 and has not passed a Labor, Health and Human Services bill on time in 15 years.

“Now we need to keep up the collaboration,” Senate Majority Leader Mitch McConnell, R-Ky., said after lawmakers agreed to begin debate on the bill to overcome the first legislative hurdles. “There’s a reason why it’s been quite some time since we’ve completed a full, regular appropriations process.”

Lawmakers are hoping to avoid stalling the bill with partisan amendments that would prevent final passage. They have an informal agreement to avoid “poison pill” provisions that would draw opposition from either party, such as the defunding of Planned Parenthood, which has stalled past bills.

The two parties took a step toward avoiding the usual clashes by negotiating an agreement on which amendments should get a vote.

Senate Appropriations Committee Chairman Richard Shelby, R-Ala., told the Washington Examiner he came up with the plan to link the two bills as a way of skirting the usual spending stalemate when they are considered separately.

“I thought that since these are the two big items in appropriations that, although different, if we can put them together, it is different, but possible,” to pass them.

Leaders agreed to put $675 billion in Pentagon funding together with the other provisions, including a $179 billion package for Labor, Health and Human Services, and Education.

The bill boosts defense spending by $20.4 billion over 2018 levels, part of which is dedicated to a 2.6 percent pay increase for military personnel and 1.9 percent raise for civilian defense workers. It provides $135 billion to modernize the nation’s military capabilities and $24 billion for shipbuilding, among other spending.

Outside of defense, the legislation boosts by $2.3 billion funding for the Department of Health and Human Services and adds a $541 million increase to the Department of Education. All told, the legislation provides more than half of all anticipated fiscal 2019 federal spending.

The fiscal year ends Sept. 30 and that is when government funding runs out unless Congress acts.

I remember one night I got a phone call from one of the boys, he was at a brothel and he was really desperate. He had a 13-year-old girl and there were heaps of guys who were trying to take the kid off him and he was scared it was going to get violent. So one of the [rescue agents] and I jumped on our bikes and headed straight over there. It was a small, grubby little bar, about four or five tables, all of them full of guys drinking beer and basically staring at the young girls handing out the drinks. I went over and sat down at the table with the boys and as I did I noticed in the back corner there looked like a stairwell going down underneath the floor, so I snuck over and went down those stairs to see what was done there.

As I got down I saw [the owners] had dug out underneath the brothel and built roughly seven small rooms, and there was a thick smell of stale sweat in the air, it was really quite disgusting, and I walked around the corner and as soon as I got around there I could see a small pair of red shoes that some kid had kicked off as she was taken into a room. And as I stood there feeling really helpless I could hear what was going on in that room, and I remember standing there realising what that 13-year-old kid we had upstairs at the table, what she would have to do every single night, and I knew that if we didn’t do something tonight she would end up down here at some point, doing what [the girl with red shoes] was doing right then.

So I went back upstairs and sat next to the kid and the agent leant over and said, “This girl has been here about a week and every night, usually about four or five times, she gets taken downstairs and she is forced to have sex with customers and is basically raped by these violent men.” I looked over at his kid and she was looking at me and in her eyes she was petrified and it was like she was begging me to do something to get her out of that place. So I called the mamasan over and I said I wanted to take this kid back to my hotel room. We ended up negotiating a price to do that, because in the brothel owner’s mind I was taking the girl away to have sex, but what was really happening was were taking her away to her freedom.

And we just stood up and this kid took my hand and we walked out of the brothel and she jumped on my bike and we took off to one of our rescue homes, and as we arrived I looked back and I saw this gorgeous smile on this kid’s face as she realised what we were saying was true. She went to bed and she slept for 1-2 days I think, which is quite normal. Something these kids often say is that’s the first time they can remember in a long time that they can go to bed and just sleep.

My dream is that all children will be able to go to bed and sleep, and not work. I have a photo on my mobile phone of those little red shoes as a constant reminder that there’s still one more out there, one more kid worth rescuing; it reminds me never to stop; every child is worth the risk, worth the love, worth the cost.

Senate Resolution 296 naming his old office building the Richard Brevard Russell Senate Office Building. First, let’s look at the history. Why do we have drains in the first place? To answer that question,

one need look no further than the Biltmore Estate in North Carolina. Completed in 1895, it

included a 70,000-gallon swimming pool. The Vanderbilt family would fill the pool, invite

guests from all over the world to stay for a weekend, feed them southern fried chicken and

collard greens, and encourage everyone to go for a swim. When the guests left for home on

Monday, they would pull the plug from the bottom drain and empty the pool.

When technology advanced to the point where circulation systems were developed for

recreational water facilities to clean the water, they simply hooked a pipe to the existing bottom

drain and used it to feed water to the pump for filtration. That is where drains originated. They

were the convenient way to transfer water from the pool to the pump. This building practice was

carried over to the soon-to-be-born pool and spa industry after World War II. Research reveals

no scientific basis linking the need for a main drain to properly maintained healthy pool water.

Interestingly, this advancement, from “drain and fill” to “circulate and sanitize,” leads to another

misconception which stubbornly persists to this day: the belief that drains are necessary to empty

the pool. The reality is that pool circulation pumps drawing their water through the piping

systems from the bottom drains are terribly inefficient at emptying pools.
