On December 20th, 2017, the 8th China Law Express was held in Ronald Reagan Building. It is a special end-of-year luncheon concurrent with the Christmas and New Year holidays. DHH friends and advisors attended the event and shared their remarks of this past 2017 and their expectation towards a more prosperous 2018. Among the guests are former US Department of Labor Chief Financial Officer Samuel Mok, International Law Institute Deputy Director Robert Sargin, China Daily US Chief Editor Larry Lee, US Small Business Administration International Trade Officer Libo Suen and Alpha Strategies LLC Principle Adnan Jalil. Executive Director Sha Zhu moderated the event.
Director Zhu welcomed attending guests and, on behalf of DHH, expressed deep gratitude towards these trade, policy and media experts for their long-time support and friendship. She provided a brief overview of the achievements of DHH Washington Office since moving into Ronald Reagan Building in March 2017, including leading the response to USTR’s special 301 Investigation on China by providing comment and testimony at the public hearing, assisting B2B meetings for Montgomery County Executive’s Asia Mission, attending law firm alliance SCG’s 2017 Annual Meeting and Association of Corporate Counsel ACC’s 2017 Annual Meeting, setting up DC seminars for ACLA’s leading foreign-oriented lawyers training group and a visit to the Chinese Embassy, as well as arranging numerous DC site visits for CCPIT delegations. The signature event of DHH Washington Office – China Law Express – has been successfully held for seven consecutive months, topics spanning China legal system, Z visa and work authorization in China, negative list of foreign investment, interpreting 301 Investigation and trade dispute, and revised NGO law in China. Washington Office has also successfully conducted due diligence, legal research, lawyer’s opinions and other works.
Guests acknowledged and praised the rapid progresses made by DHH Washington Office, and expressed hopes to collaborate with DHH for broadened and enhanced client services.

AHEAD OF THE FILINGS — JALIL WILL LOBBY ON EB-5 PROGRAM: Adnan Jalil of Alpha Strategies has signed the American Alliance for Economic Development, a new trade group created to advocate for the EB-5 visa program, as a client. Jalil, who worked as a congressional liaison on Trump’s campaign, helped start a short-lived firm called Aselus Strategies shortly after Trump’s inauguration before going on to start Alpha Strategies. He signed the government of the Democratic Republic of the Congo as a client last year on a contract worth $45,000 a month.
— Jalil will lobby on behalf of EB-5 regional centers and investors as lawmakers consider reforming the program. Sen. Chuck Grassley (R-Iowa) called the program rife with "cases of fraud, corruption and threats to national security" on Tuesday during a Senate Judiciary Committee hearing. Jalil has also signed the Mega Company as a client, although he will be consulting for the company rather than lobbying.
