This is the Mormon Temple near Kensington, MD (Montgomery County) just outside of DC. When the temple was first built, there was a chain link fence on an overpass and someone wadded up newspaper and spelled out "Surrender Dorothy" in a nod to the Wizard of Oz look of the temple. It was been subsequently done in other locations with paint.
