Keep in mind that it was USSR not China that controlled NK. This is proven because Kim Jung Il had to ask permission from the USSR for a second invasion of the south (which was denied and was told to fix his economy instead). Now that Sung was dead and Il was ruler, they gained full control of NK, and eventually weakened and took control of China too.
