Gitmo becomes a self-sustained tourist attraction, and improves relationship with Cuba. Make Cuba Great Again.

States operate with their own budgets, elections, etc. Fed gov't can't just walk all over states rights. We've had this discussion before around the 1860s. The problem, in reality, is that crooked politicians find a way around the Fed gov't when there's problems.

 

Hence, Q's "fires" reference. DOJ stopped funding, and Cali sets fires to get Fed $$$ to work around the money freeze from the Fed Gov't.
