I'd like to ask the FISA judges what their normal procedure is … to always rubber-stamp the FBI's and DoJ's requests without considering the case or the merits?

So the FISA law was ineffectual because methods of bypassing it existed. Circulating the intelligence thru 5Eyes is in a sense analogous to money-laundering.

Surveil one person in order to acquire intelligence on a different person with whom they are in contact. Not restricted to foreign nationals. A way to surveil US nationals. And they did it.
