I think the fact that they still have to get a warrant is encouraging. That means that paperwork needs to be filled out by one person, then delivered and signed by another. So it at least requires a little effort.
There are two questions worth asking:

Will they have enough staff with technical knowhow to identify every person that uses a vpn? The warrant gives them permission to hack the computer…but how do they reach the computer to do that if all they have is a masked ip? Surely there's a way, but is that method available to just anybody at the FBI for any reason, or is it a process reserved for serious cases?

From what we've learned about re: facebook, google, et. al., we are all being spied upon anyway. So that law barely makes any difference. Given a choice, I would rather be doing this wotk behind a reputable vpn than going without one.
