Looks like this info is part of #InsigniaGate which seems to be spreading false information about Trillions of Dollars in bank statements in the name of Wilfredo Saurin that appear to be from the Federal Reserve. I think this is a scam, distraction or just misinformation. If one thinking under the #InsigniaGate is false, it is likely that other things posted are false. I wouldn't be too consumed with listening to "covert" CIA MP3 or looking into Fake Fed Reserve money transfers.
