Also look at the man behind her on second row with brown uniform and glasses. HE leans forward, shakes pence’s hand in between the individuals in the front row and hands something to pence as well.
There might be a slightly more intricate exchange of something between the three of them. (e.g. pence handed something to one individual and received from another, pence received from both, pence both handed off and received, one was a fake “ovbvious” transfer to hide the real one, etc)
I’m not sure which it is, but the sequence is more complicated than just the lady handing off to pence.
