Very darn near. I sort of think POTUS will time what he does with the arrival of the hurricane, which may or may not actually be as bad as they are saying. People will be hunkered down and paying more attention to their own survival and comfort than to rioting because of POTUS's news. Lots of apprehensions could take place under cover of "we have to stay inside for this terrible storm" if it isn't actually that terrible when it makes landfall.
