Stan Bates, the fast-talking mastermind of a Ponzi scheme that defrauded investors and toppled the career of longtime San Antonio lawmaker Carlos Uresti, was sentenced to 15 years in prison and ordered to pay $6.345 million.

Senior U.S. District Judge David Ezra imposed the sentence Tuesday morning on Bates, who gave a tearful apology.

The judge also ordered him to serve three years of supervised release after his prison term.

Uresti, a Democrat who resigned from the state Senate in June, was sentenced to 12 years in federal prison. Cain received a sentence of five years and eight months. Both are appealing their convictions.

WASHINGTON (Reuters) - President Donald Trump plans to sign an executive order as soon as Wednesday that will slap sanctions on any foreign companies or people who interfere in U.S. elections, based on intelligence agency findings, two sources familiar with the matter said.

Trump’s decision coincides with intelligence agencies, military and law enforcement preparing to defend the Nov. 6 congressional elections from predicted foreign attacks even as Trump derides a special counsel investigation into Russian interference in the 2016 elections.

 

The White House declined to comment.

 

Sanction targets could include individual people or entire companies accused of interfering in U.S. elections by cyber attacks or other means, a U.S. official told Reuters.

 

“The administration is keen to set a new norm in cyberspace,” the official said. “This is a first step in stating boundaries and publicly announcing our response for bad behavior.”

 

The order represents the latest in a series of Trump administration efforts to look tough on election security before voting in November that will decide whether Trump’s Republican Party can keep its majorities in both the U.S. House of Representatives and the Senate.

 

The order will put a range of agencies in charge of deciding if meddling occurred, led by the Office of the Director of National Intelligence, and including the CIA, the National Security Agency and the Homeland Security Department, the sources said.

 

Based on a recent draft of the order reviewed by the U.S. official, it will require any federal agency aware of election interference by foreigners to take the information to the office of Director of National Intelligence.

 

Election interference will be defined in the order as hacking attempts against “election infrastructure,” and efforts to sway public opinion through coordinated digital propaganda or systematic leaks of private political information.

 

U.S. intelligence officials have found that in the campaign leading up to the 2016 U.S. presidential election, Russian hackers breached the Democratic National Committee and leaked confidential information.

Congress has been purposefully left out of the executive order drafting process, the official said, because the administration wants to preempt legislation being considered in the House and Senate that addresses similar issues.

 

U.S. lawmakers have introduced various pieces of Russia-related legislation, including the “Deter Act,” to set out punishments for election meddling, and what one lawmaker called a sanctions bill “from hell” to punish Moscow for cyber crime and its activities in Syria, Ukraine and elsewhere.

 

Both Democrats and Republicans are looking to redress what they consider Trump’s weak stance on accusations of Russian interference in 2016 when he met Russian President Vladimir Putin at a summit in July. Trump stunned the world by accepting Putin’s denials over the word of his own intelligence agencies.

 

Congress passed a Russia sanctions bill more than a year ago. Some lawmakers - including some Republicans as well as Democrats - have chafed at what they saw as the administration’s reluctance to implement it. Trump signed the bill only after Congress passed it with huge majorities.

 

Acting on that law, the U.S. Treasury imposed major sanctions against 24 Russians, striking at allies of Putin in one of Washington’s most aggressive moves to punish Moscow.

Afghanistan, 17 Years Later: U.S. Progress Stalls as Taliban Gains Ground

 

Nearly 17 years after the Afghanistan War began, there are few signs of progress and indications the Taliban is increasing its hold onto power in Afghanistan, despite continued U.S. support for the Afghan government.

 

Over the last two years, the Afghan government has lost control of ten percent of Afghanistan’s districts, according to data gathered by the government watchdog Special Inspector General for Afghanistan Reconstruction (SIGAR).

 

The Taliban, over that time, gained five percent more control of districts, and now contests five percent more districts, according to SIGAR.

 

The Afghan government fares slightly better in terms of control over the Afghan population, another metric commonly used to gauge progress: control of 65 percent of the population. However, that was down from 69 percent in August 2016.

 

Meanwhile, the Taliban gained three percent control over the population during that time. The percentage contested by the Taliban has waxed and waned over the two years but stayed roughly around 23 percent.

Republican Sen. Susan Collins is considered one of the GOP lawmakers who could conceivably vote against the appointment of Judge Brett Kavanaugh to the Supreme Court. As a result, liberals are trying to threaten her financially.

 

Collins wants nothing to do with that. The Maine senator blasted both the idea of crowdfunding money to sway her vote, and also the people behind the idea, according to Hot Air.

 

“I consider this quid pro quo fundraising to be the equivalent of an attempt to bribe me to vote against Judge Kavanaugh,” Collins said.

 

The funding campaign is organized by the Maine People’s Alliance and Mainers for Accountable Leadership.

What’s happening?

 

Collins is referring to a large-scale crowdfunding effort by which liberals have raised about a million dollars to influence her against Kavanaugh.

 

But if she does what they want, it’s not like she’ll get any of that money. Rather, if she votes against Kavanaugh, the GoFundMe campaign will refund all the donations to those who contributed. If Collins votes in favor of Kavanaugh, however, the $1 million or more will be donated to the campaign of Collins’ 2020 opponent.

 

“[Kavanaugh] is committed to overturning Roe v. Wade,” the message to Collins reads. “Kavanaugh cannot be nominated – he would mean bankruptcy and danger for millions of families in Maine and America. The people of Maine are asking you to be a hero, Senator Collins.”

Controversy surrounds the UK–US extradition treaty of 2003, which was implemented by the UK in the Extradition Act 2003 and came into force in April 2007 following its ratification by the US Senate in 2006.[1][2]

 

Controversy

The treaty has been claimed to be one-sided[3] because it allows the US to extradite UK citizens and others for offences committed against US law, even though the alleged offence may have been committed in the UK by a person living and working in the UK (see for example the NatWest Three), and there being no reciprocal right; and issues about the level of proof required being less to extradite from the UK to the US rather than vice versa.[4]

 

Among other provisions Part 2 of the Act: Extradition to category 2 territories (non-European Arrest warrant territories) removed the requirement on the USA to provide prima facie evidence in extraditions from the UK, requiring instead only reasonable suspicion.[5] This was necessary to redress the previous imbalance against the USA under the 1870 Act, as the UK did not have to provide the more onerous prima facie evidence to extradite from the USA. The requirement for the UK is to show probable cause. However, an independent legal review carried out by Sir Scott Baker found that "there is no significant difference between the probable cause test and the reasonable suspicion test. There is no practical difference between the information submitted to and from the United States."[6]

 

There is also concern[weasel words] at the loss of entitlement of UK citizens to legal aid for maintaining an adequate defence to criminal charges once they are extradited to US jurisdiction where costs are largely met by the defendant's private means. This has been a cause of controversy in cases where it has been perceived that the UK has suitable legislation for prosecuting offences domestically.[citation needed]

 

The manner of its implementation also caused concern because of alleged secrecy and minimal parliamentary scrutiny.[4][7][8]
