Looks like a defective scan.
The paper gets moves at a variable rate through the scanner, causing some of the lines to appear different higher or lower.
OK. My eyes are pretty darn tired too. I'll let better eyes look at it and decide.

It says state LE is investigating something, it's a criminal investigation, it's not about the Sheriff, it might be about Peterson and other things, but inconceivable to criminally charge him for not intervening in mass shooting… legal expert from another state speculates that what if he was impaired etc…….. Article is INTEResTING but not DEFINITIVE.
Think about several scenarios.
Perhaps she mailed it to Feinstein, then somebody in feinstein's office scanned it in order to make a copy to hand to somebody.
Don't assume things that are not overtly known.
