I'm convinced now the letter is phony. Signatures always come above the name. That's basic. These morons didn't give the original letter and recreated this with sliding fax lines to distract everyone. They have a phony redaction as well to keep people distracted.

I'd bet the original letter has some political leanings in it and they changed it to the good citizen shit.
