Turkey, Israel to Lose Out Most if Syria Gets S-300 From Russia - UAE Think Tank

 

Deliveries of S-300 air defense systems by Russia to the Syrian army will damage not only Israel's, but also Turkey's interests, an expert from the UAE-based Al-Mustaqbal think tank, Dr. Shadi Abdel Wahhab, told Sputnik on Monday.

 

"Russia's delivery to Syria of the S-300 system will make strikes on Syrian territory a very costly exercise for Israel, this will strengthen the positions of Iran and the pro-Iranian Shiite group Hezbollah, whose facilities in Syria are subjected to Israeli strikes, but Turkey will be another loser. If the military operation in Idlib in the northeast of Syria resumes, the strikes of US aircraft at the Syrian army will be hindered if it has the S-300 system," Abdel Wahhab said.

 

According to the expert, Syria's S-300 system poses a threat to all countries that are going to bomb its territory, and this applies not only to Israel, but also to the United States, as well as other countries that are part of the coalition.

 

At the same time, Abdel Wahhab believes that Israel will continue to persuade Russia to avoid such actions and will try to give it guarantees of non-repetition of incidents similar to what happened to the Russian Il-20, since the S-300 system would allow Damascus to control the entire Israeli airspace.

 

Earlier on Monday, Russian Defense Minister Sergei Shoigu announced measures on increasing security of Russian servicemen in response to the crash of Russian Il-20 military aircraft, which Russia believes Israel is responsible for. Shoigu explained Russia would equip the Syrian air defense forces’ command posts with automatic control systems, which had been previously possessed only by Russia, jam satellite navigation, on-board radars and communication systems of combat aviation attacking Syrian targets and, most importantly, supply S-300 air defense systems to Syria within two weeks. The minister noted that in 2013, Russia suspended supplies of the S-300 to Syria at Israel's request, but now the situation has changed, and it's not Russia's fault.

 

On September 17, the Russian Hmeimim air base in Syria lost contact with the crew of the military aircraft, which was monitoring the situation on the ground in Syria's Idlib province. At the same time, four Israeli F-16 jets were hitting Syrian targets in Latakia province. According to Shoigu, Israel had not notified the Russian military of its airstrikes until only one minute before the fact and failed to provide the location of its bombers to Russia. As a result, the Il-20 was caught in the crossfire and downed by a missile launched by Syria's S-200 air defense system.

 

Russia has blamed the incident, which claimed the lives of 15 troops, on Israel and said that the Israeli Defense Forces (IDF) used the Russian Il-20 as a shield.

Senate passes bill restricting ‘golden parachutes’ for government officials

 

The Government Severance Pay Act would spare taxpayers the burden of providing excessive severance payouts to outgoing public officials.

 

Lawmakers in the Illinois Senate have brought a victory for taxpayers closer to reality.

 

Passing unanimously, Senate Bill 3604, known alternatively as the Government Severance Pay Act, cleared the Illinois Senate May 2 by a 52-0 margin, with seven lawmakers not voting.

 

The bill will proceed to the House of Representatives from where, pending the approval of state representatives, it will head to the governor’s desk for final approval.

 

SB 3604, filed April 10 by state Sen. Tom Cullerton, D-Villa Park, would limit government workers’ ability to collect extravagant severance packages, also known as “golden parachutes,” on their way out of office.

 

The bill would provide for specific conditions attached to severance payouts in government employment contracts, designed to limit taxpayer-subsidized rewards for resignations issued amid scandal or dereliction.

 

For one, the act would impose a fixed ceiling on severance pay for all government employees, capping payouts at the equivalent of 20 weeks of compensation. SB 3604 would also re-establish public-worker severance pay as a privilege, rather than an entitlement, mandating government worker contracts include a provision barring severance packages for employees terminated due to misconduct.

 

Lawmakers previously ventured to curtail golden parachute severance packages with the passage of Senate Bill 2159. The bill, filed by state Sen. Bill Cunningham, D-Chicago, required greater transparency in severance pay negotiations for public university officials, and further capped their payouts at one year’s compensation. Gov. Bruce Rauner signed SB 2159 into law July 2016.

Google's Chrome Update Makes it Easier to Track Your Data

 

Earlier this month, Google released the Chrome 69 update to its popular web browser. However, while it updated the program on your computer, what the web giant didn’t tell you was that it was removing the option not to log into the program with your Google account. Experts fear the change will cause users to inadvertently share their browsing data.

 

"Any time someone using Chrome logs into a Google service or site, they are also logged into Chrome-as-a-browser with that user account," user Balint explained on his personal blog on Saturday. "Any time someone logs out of a Google service, they are also logged out of the browser."

 

"Before Chrome 69, Chrome users could decline to be logged into Chrome entirely, skipping the use of Sync and other features that require a login, and they could use Chrome in a logged-out state while still making use of Gmail, for example," Balint wrote.

People are using an app to report sexual assault anonymously

From NY Post: In the wake of #MeToo, more than 1,000 people have downloaded an app aimed at rooting out repeat sex offenders by allowing victims and witnesses to report the crimes anonymously and join forces against the sickos.

 

Called JDoe, the free app launched on the Apple and Android app store in April. It works by prompting users to report when and where an incident took place, along with the name of the perpetrator and any details of the crime.

 

The information is then stored in an encrypted database. Users cannot see the names of other victims or of perpetrators, but the app’s algorithm scans for patterns. If a repeat offender turns up, accusers receive separate notifications along with information on pursuing joint legal action through JDoe’s network of attorneys, if they desire.

 

There’s no need to wait for other victims to surface, however. JDoe also provides a way for users to anonymously report individual incidents to police or legal services providers.

 

In either scenario, the accused are not notified through the app that they have been reported.

 

Company founder and CEO Ryan Soscia, 24, says he began developing JDoe in 2015, shortly after learning that a group of teammates and friends had been assaulted by the same trainer.

 

“What we [at JDoe] really try to focus on is enabling people to pursue justice together,” Soscia tells The Post. “We’re trying to democratize legal services.”

 

He describes the app’s identity encryption as something “Edward Snowden would approve of.”

 

As the app’s user base grows, Soscia plans to develop a map feature that visually displays incident reports. His team is also working on a feature that will alert users if they enter an area with multiple incident reports.

 

In addition, Soscia plans to grow the app’s survivor-support services such as referrals for mental health care providers. “We’re looking to provide almost a Yelp-like service,” he says.

 

“There’s power in realizing you’re not alone,” he says. “And that could be powerful throughput for the justice system.”

US Troops to Remain in Syria After Daesh Defeated to Train Locals - Mattis

 

US troops will likely stay in Syria for the foreseeable future to train local forces after Daesh (outlawed in Russia) is eliminated, Defense Secretary James Mattis said at the Pentagon.

 

"Once we get those patrols going along the line of contact and we take out the rest of the caliphate, our goal would be to set up local security elements that prevent the return of [Daesh] while at the same time diplomatically supporting… the Geneva process," Mattis said on Monday.

 

Mattis’ statement differs from that of National Security Advisor John Bolton's remarks regarding US policy on Syria.

 

Earlier on Monday, Bolton said at the United Nations General Assembly that US military will stay in the country until Iran militants move outside the borders.

 

Mattis, however, noted he and Bolton were "on the same sheet of music," when it comes to Syrian issue.

 

The defense secretary mentioned that the part of the Syria problem is Iran's involvement in the conflict. Mattis said Washington must address Iran, because whenever the instability occurs in Syria, Iran's imprint can be found.

 

"Everywhere you go in the Middle East, where there is instability, you find Iran," Mattis said.

 

The United States has repeatedly condemned Iran for providing financial and military support to the Syrian government. In May, President Donald Trump announced his decision to leave the Joint Comprehensive Plan of Action (JCPOA) and re-impose sanctions on Tehran and third states doing business with Iran. The US move was condemned by other signatories to the accord, who have expressed their commitment to preserving the deal.

The Saker: “Russia Will Establish An Unofficial No-Fly Zone Over Syria”

 

Today Defense Minster Shoigu announced measures which went far beyond what I had hoped for. Specifically, Shoigu has announced that Russia will

 

  1. Supply S-300 air defense systems (with a 250km range) to the Syrians in the next two weeks.

  2. Russia will deliver advanced automated air defense management systems which will dramatically increase the Syrian air defense capabilities and prevent future “friendly fire” incidents.

  3. Russia will use her electronic warfare capabilities to suppress satellite navigation, onboard radar systems and communications of warplanes attacking targets on Syrian territory in the regions over the waters of the Mediterranean Sea bordering with Syria.

 

This is a very flexible and elegant solution for the following reasons:

 

  1. It establishes a de facto air exclusion zone over Syria, but not a de jure one. Thus, the Russians will have the flexibility to decide on a nation by nation and aircraft by aircraft basis which aircraft should be suppressed/engaged and which ones to only track and monitor. This will give Russia a very powerful negotiating position with all the actors of this war.

  2. It goes without saying that while these new capabilities will be deployed in Syria in response to the Israeli actions, they will also dramatically boost the Syrian capabilities against any potential aggressors including the USA and US client states. The S-300s will make it possible for the Syrian to detect and even track the Israeli aircraft right after their take-off and while still in Israeli air space.

  3. While the Russians have not indicated which automated air defense management system they plan to deliver to Syria, it is likely that this is one which is typically used to control the engagement of S-300 and Buk air defense systems, the Poliana D-4. The delivery of this system will dramatically increase the air defense capabilities of the Russian task force in Syria making it much harder for Neocon à la Bolton to target Russian forces.

 

I have to admit that I am surprised by the magnitude and quality of this response. Clearly, the arrogance of the Israelis did not pay off and this time their usual chutzpah was met with a great deal of Russian anger (albeit carefully controlled anger). For Bibi Netanyahu, the Russian reaction is an absolute disaster because it undermines his entire policy towards Syria (and Lebanon and Iran). The Israeli strikes (over 200, of which they bothered to notify Russia in only about 10% of the cases) did not yield any tangible benefit for Israel, but has now fundamentally undermined Israel’s relationship with Russia. As I have said it many times, for all their self-serving propaganda about being so smart, the Israelis are actually pretty incompetent being blinded, as they are, by their quasi infinite arrogance.

 

However, please keep in mind that in warfare there is no such thing as a magical silver bullet. For one thing, the Israelis will still have the option of attacking targets in Syria (be it by using aircraft, or missiles, including sea based), but the difficulty of successfully executing such an attack will increase by an order of magnitude. The same also goes for the US/NATO/CENTOM/etc. One option would be to go for a saturation attack by using very large number of missiles since the Syrian and Russian capabilities are still limited by numbers: even in an ideal situation (excluding EW capabilities), that is even if the kill ratio of Russian missiles is 1:1, the Russians will only be able to shoot down as many enemy missiles as their supplies allow. The US+Israeli missiles supplies in the region are far bigger.

Trump’s National Security Adviser: S-300 Deliery To Syria Is ‘Significant Escalation’, Iran Is To Blame For IL-20 Incident

 

On September 24, US National Security Adviser John Bolton stated that Russian decision to supply Syria with an S-300 air defense system would be a “significant escalation”.

 

“We think introducing the S-300s to the Syrian government would be a significant escalation by the Russians … and something that we hope, if these press reports are accurate, they would reconsider,” Bolton told media claiming that Iran is responsible for the IL-20 incident.

 

“There shouldn’t be any misunderstanding here … The party responsible for the attacks in Syria and Lebanon and really the party responsible for the shooting down of the Russian plane is Iran”

 

Bolton repeated threats that the US will once again attack Syria if the Damascus government uses chemical weapons.

 

“If in fact they make the mistake of using chemical weapons again, the retaliation would be much stronger than before and would have the intended effect of creating structures of deterrence that they never do it again,” he said adding that the US is not going to leave Syria “as long as Iranian troops are outside Iranian borders, and that includes Iranian proxies and militias.”
