Los Angeles Daily News #2 newspaper in Los Angeles endorses John Cox. This is pretty big considering it's based in the San Fernando Valley with a pop. of almost 2 million, almost 1/2 Hispanic.

Although California’s economy has pockets of strength, the state is also home to the nation’s highest poverty rate, when the cost of living is taken into account. The growing inequality and the affordability issues that are driving so many middle-income families out of the state are serious concerns and should be the centerpiece of the debate in the governor’s race.

We believe the state would be best served by the election of John Cox as the next governor of California.

Cox, a successful businessman who lives in the San Diego area, offers a balanced, non-ideological approach, favoring lower taxes and reform of overreaching government regulations, along with support for the state’s clean-energy goals and environmental protection.

Two of the state’s most pressing problems — the crisis in housing affordability and the state’s neglected infrastructure — are caused, Cox argues, by flawed government decisions and policies. The cost of building a house or fixing a mile of road is far higher in California than in other states because of accumulated rules, fees and taxes that have themselves become a greater problem than whatever problem they were originally intended to address.

It is time for a change.

Gavin Newsom is a thoughtful leader who cares about the future of California, but as a longtime officeholder he has deep connections to many of the interest groups and politicians that have been part of the problem. That’s evident from Newsom’s careful two-step on both sides of major issues.

For example, during a debate in May, Newsom stated his position on high-speed rail as: “I’ve long supported the vision, but I’ve been honest about the financing.” He expressed a similar ambiguity on single-payer health care, Senate Bill 562, telling supporters “it’s time to move” the legislation while acknowledging to reporters that the details of how to pay for the proposal remain unresolved.

That yes-and-no approach may encourage interest groups to write checks to the Newsom campaign in the hope that the wind will shift in their direction. But it leaves voters with no idea what the policies of his administration would be, or how much they will cost.

A government dominated by one party lacks the necessary checks and balances to ensure that policies are fully vetted before they become law. In California, that has too often led to reckless increases in spending, especially on pensions for government workers, creating endless pressure for tax increases at both the state and local level.

For perspective, in the time since Newsom was elected lieutenant governor, from 2011-12 to the current fiscal year, state general fund spending has ballooned over 61 percent from $86 billion to nearly $139 billion.

California needs steady economic growth and high-wage jobs to bring in the revenue required to pay its bills and build its future. That can’t be achieved with unsustainable government spending and even higher taxes. It certainly can’t be achieved if businesses are driven into the ground or out of the state by over-regulation, increased costs and uncertainty about future policies.

The Pentagon is bringing in former Symantec Corp. CEO Michael Brown to head up its freshly cemented Silicon Valley technology unit and one of his top priorities will be convincing the region's tech giants that they can and should work with the U.S. military.

Effective immediately, Brown is now the managing director of the Defense Department's Defense Innovation Unit (DIU), the agency said on Monday. Brown was previously chairman and CEO of Mountain View-based Symantec and San Jose-based Quantum Corp. Most recently, he served as a White House Presidential Innovation Fellow.

"There is no better person than Mike Brown to lead DIU into its next chapter," Mike Griffin, the Pentagon's under secretary of defense for research and engineering, said in a statement. "Mike’s extensive Silicon Valley career speaks for itself, as he has experience in both hardware from his time at Quantum, as well as software at Symantec."

Brown led Symantec for two years and oversaw its divestiture of Veritas before he was “transitioned” out by the board in 2016.

“I understand the motivation of companies, CEOs, investors because I’ve been working with these folks my whole life,” Brown told industry publication Defense News on Monday.

His appointment comes weeks after Deputy U.S. Defense Secretary Patrick Shanahan said that the Silicon Valley defense unit, previously known as DIUx, would drop the "experimental" portion of its name, becoming a permanent DoD unit and now nicknamed simply DIU.

The unit was founded under Obama-era Defense Secretary Ash Carter in 2015. Last summer, Secretary of Defense James Mattis made a visit to its Mountain View headquarters and said the unit would "grow in its influence and its impact on the Department of Defense," noting artificial intelligence as a top area of interest.

Brown will fill the top role formerly held by Raj Shah, who stepped down in February. Sean Heritage, who has been acting as DIU interim head, will return to being the Navy lead for the office, the unit said.

In June, the unit also hired Mike Madsen as "Unit Partner" to smooth out the collaboration processes between Silicon Valley and Washington, D.C.

AI, Trump and China among Brown’s priorities

Among Brown's top priorities will be convincing Silicon Valley tech companies to work with the U.S. military even as many of those businesses face employee pushback from within their ranks.

Earlier this year, thousands of Google employees protested against Project Maven, a project with the Pentagon in which the company's artificial intelligence technology was used to analyze drone footage. The uproar ultimately led the Alphabet Inc.-owned company to cancel the contact.

Brown told Defense News that the Project Maven incident was “overblown,” adding that DIU is already in discussions with more than 500 different technology companies.

Brown also said his office will focus on warning U.S. companies of the dangers of working with China. American companies should be "not only viewing China as an economic opportunity but also seeing the geopolitical consequences," he told Defense News. “Being part of that debate is going to be an important role for DIU.”

Brown also co-authored a white paper that reportedly helped to inform President Trump's bearish views on trade with China.

The Trump administration, which this week enacted $200 billion in new tariffs on Chinese imports, has taken an adversarial role toward the country, even as the massive Chinese market is increasingly being pursued by Silicon Valley companies from Tesla to Google.

“My fundamental view is we are in a technology race," Brown told Defense News. "We didn’t ask to be in this, but we’re in it. I’m concerned that if we don’t recognize that we’re in a race and take appropriate action, then we let China move forward and we don’t put our best foot forward in terms of leading in these key technology areas.”

Brown noted that the top tech investment priorities will include human systems engineering, information technology, cyber or advanced computing, autonomy, and artificial intelligence.

Brown said he plans to hire a human resources leader and new general counsel for the innovation unit.

According to the expert, Syria's S-300 system poses a threat to all countries that are going to bomb its territory, and this applies not only to Israel, but also to the United States, as well as other countries that are part of the coalition.

The minister noted that in 2013, Russia suspended supplies of the S-300 to Syria at Israel's request, but now the situation has changed, and it's not Russia's fault.

On September 17, the Russian Hmeimim air base in Syria lost contact with the crew of the military aircraft, which was monitoring the situation on the ground in Syria's Idlib province. At the same time, four Israeli F-16 jets were hitting Syrian targets in Latakia province. According to Shoigu, Israel had not notified the Russian military of its airstrikes until only one minute before the fact and failed to provide the location of its bombers to Russia. As a result, the Il-20 was caught in the crossfire and downed by a missile launched by Syria's S-200 air defense system.

Russia has blamed the incident, which claimed the lives of 15 troops, on Israel and said that the Israeli Defense Forces (IDF) used the Russian Il-20 as a shield.

Senate passes bill restricting ‘golden parachutes’ for government officials

The Government Severance Pay Act would spare taxpayers the burden of providing excessive severance payouts to outgoing public officials.

Lawmakers in the Illinois Senate have brought a victory for taxpayers closer to reality.

Passing unanimously, Senate Bill 3604, known alternatively as the Government Severance Pay Act, cleared the Illinois Senate May 2 by a 52-0 margin, with seven lawmakers not voting.

The bill will proceed to the House of Representatives from where, pending the approval of state representatives, it will head to the governor’s desk for final approval.

SB 3604, filed April 10 by state Sen. Tom Cullerton, D-Villa Park, would limit government workers’ ability to collect extravagant severance packages, also known as “golden parachutes,” on their way out of office.

The bill would provide for specific conditions attached to severance payouts in government employment contracts, designed to limit taxpayer-subsidized rewards for resignations issued amid scandal or dereliction.

For one, the act would impose a fixed ceiling on severance pay for all government employees, capping payouts at the equivalent of 20 weeks of compensation. SB 3604 would also re-establish public-worker severance pay as a privilege, rather than an entitlement, mandating government worker contracts include a provision barring severance packages for employees terminated due to misconduct.

Lawmakers previously ventured to curtail golden parachute severance packages with the passage of Senate Bill 2159. The bill, filed by state Sen. Bill Cunningham, D-Chicago, required greater transparency in severance pay negotiations for public university officials, and further capped their payouts at one year’s compensation. Gov. Bruce Rauner signed SB 2159 into law July 2016.

From NY Post: In the wake of #MeToo, more than 1,000 people have downloaded an app aimed at rooting out repeat sex offenders by allowing victims and witnesses to report the crimes anonymously and join forces against the sickos.

Called JDoe, the free app launched on the Apple and Android app store in April. It works by prompting users to report when and where an incident took place, along with the name of the perpetrator and any details of the crime.

The information is then stored in an encrypted database. Users cannot see the names of other victims or of perpetrators, but the app’s algorithm scans for patterns. If a repeat offender turns up, accusers receive separate notifications along with information on pursuing joint legal action through JDoe’s network of attorneys, if they desire.

There’s no need to wait for other victims to surface, however. JDoe also provides a way for users to anonymously report individual incidents to police or legal services providers.

In either scenario, the accused are not notified through the app that they have been reported.

Company founder and CEO Ryan Soscia, 24, says he began developing JDoe in 2015, shortly after learning that a group of teammates and friends had been assaulted by the same trainer.

“What we [at JDoe] really try to focus on is enabling people to pursue justice together,” Soscia tells The Post. “We’re trying to democratize legal services.”

He describes the app’s identity encryption as something “Edward Snowden would approve of.”

As the app’s user base grows, Soscia plans to develop a map feature that visually displays incident reports. His team is also working on a feature that will alert users if they enter an area with multiple incident reports.

In addition, Soscia plans to grow the app’s survivor-support services such as referrals for mental health care providers. “We’re looking to provide almost a Yelp-like service,” he says.

“There’s power in realizing you’re not alone,” he says. “And that could be powerful throughput for the justice system.”
