Q explained the structure of the cabal. P is a part of the Rpthschild arm of the Triangle. It may not be a person, but it isn't unreasonable to presume that it is the Pope.
Look at the actual drop from December 7 below. In the lines about the Rothschilds it groups the components by category. The first category is religion (cult leaders, churches, and P)… and in this context, Pope makes sense as P since he isn't just a religious figure but also head of the Vatican.
Soros is his own arm of the cabal triangle but his arm is the newest, the least wealthy and the least powerful. Q says that Soros' role in the cabal is that of an organizer/operator not one of leadership. What is he organizing? Groups of people who cause trouble, and various types of schemes that undermine the stability of governments, economies, and national borders. Much of this he does via so-called social outreach programs NGOs and by bribing politicians with large campaign donations.
There is a reason why the cabal forced Pope Benedict out and replaced him with Francis. Decades ago, they planned to destroy Europe, Canada, the USA, and all other western countries that have a white majority population and a thriving democratic society. They planned to do this with the migration, which began right after Benedict was pushed out. The current Pope was/is one of the main advocate/organizers of the migration. And the NGOs funded by Soros area a major means by which it is occurring.
The NWO is a Rothschild thing. The Saidis were in it mostly for profiteering. Soros is in it because he's evil and loves to manipulate and destroy people. The Rothschilds are in it because they want complete global control. They already own most of the banks and pretty much every government is indebted to them. But why bother with governments, national borders, and laws when you can simply destroy them and create a new one world society that you have total control over?
Soros takes orders from the Pope because it is the Pope who is telling him where and when to use his NGOs and political puppets to create the chaos, societal breakdown, and fear needed to facilitate the NWO. But the Pope takes orders from the Rothschilds, so Soros (by extension) is really taking orders from the Rothschilds. So even though P may be the Pope P is really one of the many arms of the Rothschild monster.
