Maybe u misunderstood? I do believe she is not a spawn of Bill. And Hill is gay. And she LOOKS LIKE HUBBLE. so…I truly believe she was currency. Not cash. Elite currency. Anyhow…not a major point in the grand scheme of things. Bottom line, she's just another puppet. She's not important IMO. Once the base falls, all the puppets and players crash with them.
