Was the purpose of this legislation to to legalize the subversive IO conducted by the Mockingbird Organization? Did it in fact retroactively legalize the falsification history and programmatic deception of the public by C_A Mockingbird networks in the interest of national security?

If not, what was the real purpose of that legislation?
