Q left the 'EILLANCE' out of surveillance. Taking the ELL out of UMBRELLA…turns it into a SIGINT codeword 'UMBRA'. Dig on UMBRA or 'SPOKE UMBRA'… These code words individually were declassified, not sure if used together, which they weren't here, but there is a suggestion at least in my mind.

I'm looking at this from a security perspective..a defective umbrella would delay him at an exposed, elevated location of high vulnerability. He probably has rules and certainly knows that you can't stand still in exposed areas. If something delays you, MOVE and let the SS do it's job. Better safe than sorry.
