Pittsburgh School Board Votes ‘No’ To Arming District’s Police Officers

PITTSBURGH (KDKA) — Police officers with Pittsburgh Public Schools will not carry firearms.

The vote at Wednesday night’s board meeting at the Board of Education Building was 8-1.

The only board member who supported officers carrying guns was Cynthia Falls.

“We expect them to possibly take a bullet, but not have a firearm to defend themselves, our students, or our staff,” said Falls.

But board member Sala Udin said the board did not hear from anyone at the public hearing who supported the measure.

“Not a single parent came through asking for the police to be armed. Not a single student, not a single teacher. Only law enforcement,” said Udin.

Board President Dr. Regina Holley said, “Our message to the officers, continue doing the work that you’re doing; but for me, it does not mean I’m going to let you strap a gun to your side.”

New Andrew Gillum documents show FBI agent might have paid for fundraiser dinner

A Tallahassee lawyer released 80 more pages of records relating to Gillum's dealings with a former friend and lobbyist.

TALLAHASSEE — An undercover FBI agent might have paid more than $4,000 in food and drinks for one of Andrew Gillum's campaign fundraisers in 2016, according to a new batch of records released Friday.

But the contribution in early 2016 does not appear in the records for Gillum's political committee, raising new questions less than two weeks before Florida's governor's race between Gillum and Republican Ron DeSantis is decided on Nov. 6.

The fundraiser for Gillum's political committee, Forward Florida, was on April 11, 2016 at the home of Adam Corey, a former lobbyist and a former longtime friend of Gillum's, according to an invoice and emails released by Corey's lawyer, Chris Kise.

About 40 people who attended the fundraiser were served filet mignons, salmon mousse canapés and cocktails, provided by 101 Restaurant, which was then run by Corey.

Emails show Corey billed "Mike Miller," who happened to be an undercover FBI agent investigating Tallahassee corruption, for the $4,300 tab.

"Attached is the invoice for the dinner you graciously offered to sponsor," Corey wrote to Miller five days after the fundraiser. "As mentioned, it was a bit higher than I expected because of some last minute attendees so let me know what you would like to cover and I'll handle the rest. Again, I really appreciate this!"

Forward Florida's records do not show the contribution, and it's unclear from the records whether Miller, or someone else, ultimately paid for it.

Geoff Burgan, a Gillum campaign spokesman said in a statement that Kise's decision to release the records was politically motivated, and that Gillum "did not receive any contributions or in-kinds from Mike Miller."

But an email from Corey to Brice Barnes, a campaign finance consultant who was helping Gillum at the time, indicates that Gillum was aware of Miller's help.

"Did he connect with Mike Miller to thank him for co-sponsoring the food?" Corey asked Barnes.

"He sent him a personal note," she replied.

DOJ Ties a Trump FISA Release to Obstruction

In court filings last week the Department of Justice deployed what could be the nuclear option in its latest effort to prevent President Trump from declassifying information regarding FISA warrants used to spy on his campaign aide Carter Page: It is claiming that such a move would interfere with Special Counsel Robert Mueller’s investigation.

This is the first time the DOJ has explicitly made this argument implying personal peril for the president, since interference could open Trump to charges of obstruction of justice. Until now, the department has argued that declassifying the documents threatened national security.

In the 178-page court document, DOJ officials said they had “determined that disclosure of redacted information in the Carter Page FISA documents could reasonably be expected to interfere with the pending investigation into Russian election interference."

Judicial Watch said it obtained information from Guatemalan authorities about the children, who were saved on October 18

Guatemalan authorities rescued seven unaccompanied minors from human smugglers working inside the migrant caravan, which is right now marching from southern Mexico toward the U.S. border, according to Judicial Watch.

The group said it obtained the information and photos from Guatemalan authorities revealing that they’d saved the children. The smugglers are said to have been arrested, and a criminal investigation into the caravan is ongoing.

Four-nation Syria summit urges preservation of Idlib ceasefire

Istanbul (AFP) - The leaders of Turkey, Russia, France and Germany on Saturday called for a fragile ceasefire to be preserved in Syria's last major rebel-held bastion of Idlib, following a major summit aimed at finding a political solution to the country's devastating seven-year civil war.

In a joint statement adopted at the end of the talks in Istanbul, the four nations "stressed the importance of a lasting ceasefire, while underlining the necessity to continue to fight against terrorism".

Turkish President Recep Tayyip Erdogan read the statement, which hailed "progress" following a deal last month between Syrian-regime supporter Russia and rebel-backer Turkey to create a buffer zone around the northwestern province of Idlib.

Erdogan met with Russian President Vladimir Putin, France's Emmanuel Macron and German Chancellor Angela Merkel for extended talks on the Syrian conflict, in which more than 360,000 people have been killed since 2011.

The statement also called for a committee to be established to draft Syria's post-war constitution before the end of the year, "paving the way for free and fair elections" in the war-torn country.

A rival United Nations plan for a committee to write the constitution ran aground this week, with UN special envoy Staffan de Mistura, who attended the summit, saying Damascus rejected the UN having a role in the selection process.

The four leaders in Istanbul vowed to work "together in order to create conditions for peace and stability in Syria" and "encourage a political solution and strengthen international consensus".

The summit's statement also spoke of "the need to ensure humanitarian organisations' rapid, safe and unhindered access throughout Syria and immediate humanitarian assistance to reach all people in need."

The summit addressed the plight of the millions displaced by the grinding conflict, saying that conditions needed to be created "throughout the country for the safe and voluntary return of refugees".

The talks came after a week of escalating violence in Idlib culminated in Syrian regime artillery fire killing seven civilians on Friday, the highest death toll there since the fragile ceasefire began last month.

Following the joint press conference in Istanbul, Macron urged Russia to pressure the regime of Syrian President Bashar al-Assad to bring about a "stable and lasting ceasefire in Idlib".

"We rely on Russia to exercise very clear pressure on the regime which depends on it for survival," he said.

However Putin warned that if "radicals" were to "launch armed provocations from the Idlib zone, Russia reserves the right to give active assistance to the Syrian government in liquidating this source of terrorist threat".

Merkel, meanwhile, said that the leaders "have the duty to prevent another humanitarian disaster".

With an assault by government troops seeming imminent, Moscow and Ankara agreed on September 17 to create a 15-20 kilometre-wide demilitarised zone ringing Idlib as Turkey sought to avoid an attack leading to a further influx of people across its border.

On Friday, Syria's UN envoy Bashar Jaafari maintained that the buffer zone is temporary and that Idlib would eventually revert to government control.

Turkey and Russia have held several talks with Iran on the Syrian conflict in efforts that have often been greeted with suspicion in the West, but Saturday's summit was the first to include the EU's two most significant national leaders.

Syria's opposition, which has previously described Russia's military intervention in 2015 as an occupation, on Friday said it welcomed dialogue with Moscow.

A gunman opened fire inside a Pittsburgh synagogue Saturday morning, killing 11 people and injuring six others, including four police officers, before being taken into custody, authorities said.

The brazen attack occurred inside the Tree of Life Synagogue in the city's predominantly Jewish Squirrel Hill neighborhood just 10 minutes from downtown. Multiple law enforcement officials identified the suspect in the shooting as Robert Bowers, 48.

Pittsburgh Public Safety Director Wendell Hissrich said the suspect was taken to a hospital but did not clarify if he was one of the six people injured. A visibly emotional Hissrich told reporters the four officers had non-life threatening injuries while the others were critical. He could not immediately confirm how many people died in the shooting.

President Trump on Pittsburgh Shooting: Change Laws So Attackers Get Death Penalty Faster

In a statement to press Saturday morning President Trump said referenced the Pittsburgh shooting and said we need to revamp our laws so attackers get the death penalty faster.

Speaking live to reporters outside Air Force One, Trump was asked if there is anything he can do to end violence.

He said, “Look at violence all over the world. The world is a violent world.” He added, “I think one thing we should do is we should stiffen up our laws in terms of the death penalty. When people do this they should get the death penalty. And they shouldn’t have to wait years and years.”

Trump said, “I think you should bring the death penalty into vogue.”

Trump also referenced the fact that the Tree of Life Synagogue did not have security in place when the attack occurred. Former synagogue president Michael Eisenberg confirmed that security is only used on certain holidays.

“If they had protection inside, the result would have been far better. This is a dispute that will always exist, I suspect, but if they had protection inside the synagogue maybe it could have been a very…different situation.”

Trump said the lack of security allowed the attacker “to do things, unfortunately, that he shouldn’t have been able to do.”

The death toll for the shooting against people who had gathered for a baby-naming ceremony at a Jewish synagogue has risen to 11, local officials confirmed Saturday. Bowers, 46, allegedly entered the synagogue yelling that "all Jews must die." He was described to local CBS affiliate as a white male, heavyset, with a beard, and armed with an AR-15 as well as multiple handguns. Officials have him in custody at the hospital.

UN Committee Votes Against Russia’s Resolution on INF Treaty

Russia introduced a draft resolution aimed to preserve the Intermediate-Range Nuclear Forces Treaty to the UN General Assembly First Committee after the US announced a unilateral withdrawal from the pact.

The First Committee of the UN General Assembly, also known as Disarmament and International Security Committee, declined on Friday to hear Russia's draft resolution in support of the Intermediate-Range Nuclear Forces (INF) Treaty.

Russia proposed the draft resolution to the committee, but the US delegation protested against it. On Friday, the committee voted on whether the resolution draft should be reviewed.

The United States, the United Kingdom, Canada, Ukraine, France and 50 more countries voted against the draft resolution, while 31 nations supported it, and 54 abstained.

Andrei Belousov, deputy director of the Russian Foreign Ministry's Department of Nonproliferation and Arms Control, commented on the vote, saying the reaction of the committee was puzzling.

"Most of the nations that abstained from the vote are active supporters of nuclear disarmament," Belousov commented. "Most of those who voted against [the resolution] were supporters of INF preservation."

Last Saturday, US President Donald Trump announced his country's intention to withdraw from the INF Treaty over Russia's alleged violations of the accord.

"In a span of a year, if the United States withdraws from the treaty and begins to build up its nuclear potential uncontrollably, we will have to face another reality, and the procedural issues we have been locking horns over for two days will look so small and insignificant, and we will regret today's decision," Belousov warned.

Several of the countries that abstained argued the issue would be more addressed more appropriately by the UN Security Council, according to AFP.

On Monday, Russian Foreign Minister Sergey Lavrov said Moscow would wait for Washington's official clarification on its possible withdrawal from the INF Treaty and only then determine Russia's position on the matter. He added that any action in this area would be met with counteraction, stressing that parity would be maintained under any circumstances.

The INF Treaty was signed by then-leader of the Soviet Union Mikhail Gorbachev and then-US President Ronald Reagan in 1987 amid the Cold War. The two sides reached a historic agreement to cut their nuclear arsenals and pledged to destroy all cruise or ground-launched ballistic missiles with ranges between 310 and 3,400 miles.

Mexico offers caravan migrants benefits to stay; thousands refuse

ARRIAGA, Mexico (AP) — Several thousand Central American migrants turned down a Mexican offer of benefits if they applied for refugee status and stayed in the country's two southernmost states, vowing to set out before dawn Saturday to continue their long trek toward the U.S. border.

Mexican President Enrique Pena Nieto announced what he called the "You are at home" plan, offering shelter, medical attention, schooling and jobs to Central Americans in Chiapas and Oaxaca states if they applied, calling it a first step toward permanent refugee status. Authorities said more than 1,700 had already applied for refugee status. But after one of the caravan's longest days of walking and hanging from passing trucks, the bulk of the migrants were boisterous Friday evening in their refusal to accept anything less than safe passage to the U.S. border.

"Thank you!" they yelled as they voted to reject the offer in a show of hands in the town of Arriaga. They then added: "No, we're heading north!" Sitting at the edge of the edge of the town square, 58-year-old Oscar Sosa of San Pedro Sula, Honduras concurred. "Our goal is not to remain in Mexico," Sosa said. "Our goal is to make it to the (U.S). We want passage, that's all." Still 1,000 miles (1,600 kilometers) from the nearest U.S. border crossing at McAllen, Texas, the journey could be twice as long if the group heads for the Tijuana-San Diego frontier, as another caravan did earlier this year. Only about 200 in that group made it to the border.

While such migrant caravans have taken place regularly over the years, passing largely unnoticed, they have received widespread attention this year after fierce opposition from U.S. President Donald Trump. On Friday, the Pentagon approved a request for additional troops at the southern border, likely to total several hundred, to help the U.S. Border Patrol as Trump seeks to transform concerns about immigration and the caravan into electoral gains in the Nov. 6 midterms.

Defense Secretary Jim Mattis signed off on the request for help from the Department of Homeland Security and authorized the military staff to work out details such as the size, composition and estimated cost of the deployments, according to a U.S. official who spoke on condition of anonymity to discuss planning that has not yet been publicly announced. Stoking fears about the caravan and illegal immigration to rally his Republican base, the president has insinuated that gang members and "Middle Easterners" are mixed in the group, though he later acknowledged there was no proof of that.

Four-nation Syria summit urges preservation of Idlib ceasefire

Istanbul (AFP) - The leaders of Turkey, Russia, France and Germany on Saturday called for a fragile ceasefire to be preserved in Syria's last major rebel-held bastion of Idlib, following a major summit aimed at finding a political solution to the country's devastating seven-year civil war.

In a joint statement adopted at the end of the talks in Istanbul, the four nations "stressed the importance of a lasting ceasefire, while underlining the necessity to continue to fight against terrorism".

Turkish President Recep Tayyip Erdogan read the statement, which hailed "progress" following a deal last month between Syrian-regime supporter Russia and rebel-backer Turkey to create a buffer zone around the northwestern province of Idlib.

Erdogan met with Russian President Vladimir Putin, France's Emmanuel Macron and German Chancellor Angela Merkel for extended talks on the Syrian conflict, in which more than 360,000 people have been killed since 2011.

The statement also called for a committee to be established to draft Syria's post-war constitution before the end of the year, "paving the way for free and fair elections" in the war-torn country.

A rival United Nations plan for a committee to write the constitution ran aground this week, with UN special envoy Staffan de Mistura, who attended the summit, saying Damascus rejected the UN having a role in the selection process.

The four leaders in Istanbul vowed to work "together in order to create conditions for peace and stability in Syria" and "encourage a political solution and strengthen international consensus".

• Idlib violence escalates -

The summit's statement also spoke of "the need to ensure humanitarian organisations' rapid, safe and unhindered access throughout Syria and immediate humanitarian assistance to reach all people in need."

The summit addressed the plight of the millions displaced by the grinding conflict, saying that conditions needed to be created "throughout the country for the safe and voluntary return of refugees".

The talks came after a week of escalating violence in Idlib culminated in Syrian regime artillery fire killing seven civilians on Friday, the highest death toll there since the fragile ceasefire began last month.

Following the joint press conference in Istanbul, Macron urged Russia to pressure the regime of Syrian President Bashar al-Assad to bring about a "stable and lasting ceasefire in Idlib".

"We rely on Russia to exercise very clear pressure on the regime which depends on it for survival," he said.

However Putin warned that if "radicals" were to "launch armed provocations from the Idlib zone, Russia reserves the right to give active assistance to the Syrian government in liquidating this source of terrorist threat".

• 'Challenge is to end two wars' -

Merkel, meanwhile, said that the leaders "have the duty to prevent another humanitarian disaster".

"The challenge is to end two wars: The war against terror and the war of the regime against large parts of its own population," she said.

"We must advance with the political process at the end of which there must be free elections open to all Syrians -– including those in the diaspora."

Erdogan, a vocal opponent of Assad, said that Syrians "inside and outside" the country will decide the president's fate.

Aid groups have warned that a government military offensive in Idlib, home to three million people, could spark one of the worst humanitarian disasters of the seven-year war.

With an assault by government troops seeming imminent, Moscow and Ankara agreed on September 17 to create a 15-20 kilometre-wide demilitarised zone ringing Idlib as Turkey sought to avoid an attack leading to a further influx of people across its border.

On Friday, Syria's UN envoy Bashar Jaafari maintained that the buffer zone is temporary and that Idlib would eventually revert to government control.

Turkey and Russia have held several talks with Iran on the Syrian conflict in efforts that have often been greeted with suspicion in the West, but Saturday's summit was the first to include the EU's two most significant national leaders.

Syria's opposition, which has previously described Russia's military intervention in 2015 as an occupation, on Friday said it welcomed dialogue with Moscow.

However US Defense Secretary Jim Mattis told a security conference in Bahrain that Russia was no replacement for the United States.

"Russia's presence in the region cannot replace the longstanding, enduring, and transparent US commitment to the Middle East," Mattis said.
