Many years ago DoD asked for help with their financial system that pays everyone twice a month. A large, well known bank, I forget which one, stepped up and said they could take care of it. Some time went by, six months IIRC, and the bank went back to DoD and said forget it. The bank couldn't figure out how DoD paid everyone on time and the bank would lose money on this contract.

 

Anyone who has ever worked for DoD, in any capacity, isn't surprised by this at all. The number of times someone's pay gets fucked up is ridiculous. It's not even considered out of the ordinary anymore.

 

So this does not surprise me at all. Not even a little bit.
