With a proper Status of Forces Agreement SOFA agreement with Mexico, the US Military can push across the border into Mexico and detain these people on foreign soil, maintain a forward operating base, or a detention facility. Don't know if such agreement exists, or does not exist. Just requires the cooperation of the "host" nation (Mexico).
