Good point. On that point, consent is necessary. Not just from the migrant but also from the jurisdiction – America's governing authority.

 

If a country does not have de facto authority to protect its border from illegal entry, then, the notion of jurisdiction collapses. So jurisdiction is premised on authority and on consent of that authority.

 

Is that not reasonable?

He is free to speak in favor as well as against; free to change his mind a month ago, today, and a month from today.

Not clear he has returned to the plantation. He is just exercising his freedom. I think his going back and forth, agreeing on this while disagreeing on that, is a healthy thing for people to witness – he has such a high profile – whether black or not. It is in keeping with the "what do you have to lose" gambit that candidate Trump offered during the campaign and has sustained, through good policymaking, as President Trump.
