Nope. Most likely STAR arrivals into KSFO or KLAX. Volume of traffic of over same fixes will give the illusion of contrail saturation.
Because I fly with active duty (NG) pilots, and we all laugh at people like you who think it does. It's also my wheelhouse. I've been in the skies for decades. I know what is, and is not happening there.

Great looking contrails and cirroform clouds! Lots of photoshop action there! They always add colors and skulls to make it seem more sinister. It's just soot, and water vapor. Funny pictures is not going to change the truth.
Cloud seeding is/are not contrails. Completely different. Occurs at a much lower altitude. But I will concede it is "weather modification". It just doesn't work very well.
