China Welcomes President of El Salvador to Beijing with Aid Offers

 

Chinese Communist Party leader Xi Jinping hosted the leader of El Salvador on Thursday, pledging aid to the Central American country as a reward for switching their allegiance from Taipei to Beijing.

 

On Thursday, Xi met with Salvadorian President Salvador Sánchez Ceren, who was welcomed with a ceremony at the Great Hall of the People where a military band serenaded the two leaders with their country’s national anthems. Strong diplomatic ties between the two countries were forged in August this year after El Salvador agreed to switch its allegiance from supporting Taiwan’s independence to supporting the one-China principle, which does not recognize Taiwan as an independent state. Such a decision was likely an attempt to court Chinese aid and investment, as El Salvador remains one of the continent’s poorest and most violent countries. At a press conference, Xi pledged funding for education, health, and drought relief.

 

“The decision to establish and develop diplomatic ties with each other was independently made by the two sovereign states,” Xi said. “It is consistent with the international laws and purposes of the UN Charter and reflects such principles as mutual respect, equal treatment, mutual benefits, and common development.” “Within slightly more than two months after China and El Salvador forged diplomatic ties, bilateral exchanges have progressed rapidly in various fields with strong vitality and robust momentum,” he continued.

 

Xi warned that El Salvador must now stick to the one-China principle to maintain their new relationship. “El Salvador has to stick to the one-China principle, which is the foundation of China-El Salvador relations, to build a more solid base for bilateral relations,” Xi said. “China is willing to join hands with El Salvador to promote friendly cooperation in a speedy yet steady manner, so as to benefit the two peoples.” Sanchez appeared to heed Xi’s warning, claiming that they had built a relationship based on “respect and trust.”

 

“The two countries have identical positions on many issues, and the development of bilateral relations is based on mutual respect and trust,” Sanchez said. “My visit has fully demonstrated El Salvador’s confidence in advancing ties with China.” Next week, Xi will host President of the Dominican Republic Danilo Medina, who in May also announced that his government would the one-China principle to the dismay of Taiwan. The decision came days after China offered the Dominican Republic a $3 billion investment and loan package, as it continues to use its economic and financial power to expand its influence across Latin America’s most impoverished nations such as Venezuela and Cuba.

Truman's commitment was quickly tested after Israel's victory in its War of Independencewhen she applied to the U.S. for economic aid to help absorb immigrants. President Truman responded by approving a $135 million Export-Import Bank loan and the sale of surplus commodities to Israel. In those early years of Israel's statehood (also today), U.S. aid was seen as a means of promoting peace.

 

In 1951, Congress voted to help Israel cope with the economic burdens imposed by the influx of Jewish refugees from the displaced persons camps in Europe and from the ghettos of the Arab countries. Arabs then complained the U.S. was neglecting them, though they had no interest in or use for American aid then. In 1951, Syria rejected offers of U.S. aid. Oil-rich Iraqand Saudi Arabia did not need U.S. economic assistance, and Jordan was, until the late 1950s, the ward of Great Britain. After 1957, when the United States assumed responsibility for supporting Jordan and resumed economic aid to Egypt, assistance to the Arab states soared. Also, the United States was by far the biggest contributor of aid to the Palestinians through UNRWA, a status that continues to the present.

 

U.S. economic grants to Israel ended in 1959. U.S. aid to Israel from then until 1985 consisted largely of loans, which Israel repaid, and surplus commodities, which Israel bought. Israel began buying arms from the United States in 1962, but did not receive any grant military assistance until after the 1973 Yom Kippur War. As a result, Israel had to go deeply into debt to finance its economic development and arms procurement. The decision to convert military aid to grants that year was based on the prevailing view in Congress that without a strong Israel, war in the Middle East was more likely, and that the U.S. would face higher direct expenditures in such an eventuality.

 

Israel has received more direct aid from the United States since World War II than any other country, but the amounts for the first half of this period were relatively small. Between 1949 and 1973, the U.S. provided Israel with an average of about $122 million a year, a total of $3.1 billion (and actually more than $1 billion of that was loans for military equipment in 1971-73) . Prior to 1971, Israel received a total of only $277 million in military aid, all in the form of loans as credit sales. The bulk of the economic aid was also lent to Israel. By comparison, the Arab states received nearly three times as much aid before 1971, $4.4 billion, or $170 million per year. Moreover, unlike Israel, which receives nearly all its aid from the United States, Arab nations have gotten assistance from Asia, Eastern Europe, the Soviet Union and the European Community. Congress first designated a specific amount of aid for Israel (an  "earmark") in 1971.

The Inspector General expressed concern about “potential compromise to whistleblower confidentiality” and “chilling effect”

 

Newly-declassified documents show the CIA intercepted sensitive Congressional communications about intelligence community whistleblowers. The intercepts occurred under CIA Director John Brennan and Director of National Intelligence James Clapper. The new disclosures are contained in two letters of “Congressional notification” originally written to key members of Congress in March 2014, but kept secret until now.

 

In the letters, then-Intelligence Community Inspector General Charles McCullough tells four key members of Congress that during “routing counterintelligence monitoring of Government computer systems,” the CIA collected emails between Congressional staff and the CIA’s head of whistleblowing and source protection. McCullough states that he’s concerned “about the potential compromise to whistleblower confidentiality and the consequent ‘chilling effect’ that the present [counterintelligence] monitoring system might have on Intelligence Community whistleblowing.”

 

The idea that the CIA would monitor communications of U.S. government officials, including those in the legislative branch, is itself controversial. But in this case, the CIA picked up some of the most sensitive emails between Congress and intelligence agency workers blowing the whistle on alleged wrongdoing.

Meeting Israel's Special Needs

 

Since 1973, Israel has received more than $120 billion in assistance, including three special aid packages. The first followed the signing of the Israel-Egypt peace treaty and Israel's withdrawal from the Sinai. The redeployment of Israeli forces and rebuilding of air bases in the Negev cost $5 billion. To partially compensate for this sacrifice, Israel received $3 billion ($2.2 billion of which was in the form of high-interest loans) in U.S. aid in 1979.

 

The second special package was approved in 1985, following a severe economic crisis in Israel, which sent inflation rates soaring as high as 445 percent. The $1.5 billion in emergency assistance-disbursed in two installments, in 1985 and 1986-was provided as part of Israel's economic stabilization program, which was implemented under the guidance of the U.S.-Israel Joint Economic Development Group (JEDG).

 

An extraordinary package was approved in 1996 to help Israel fight terrorism. Israel is to receive a total of $100 million, divided equally between fiscal years 1996 and 1997.

 

Regular Economic and Military Assistance

 

Israel's economic aid changed from the Commodity Import Program (CIP), which provides funds to foreign nations for the purchase of U.S. commodities, to a direct cash transfer in 1979. In return, Israel provided the Agency for International Development with assurances that the dollar level of Israel's non-defense imports from the U.S. would exceed the level of economic assistance granted Israel in any given year. Thus, Israel guaranteed that U.S. suppliers would not be disadvantaged by the termination of Israel's CIP Program.

 

Starting with fiscal year 1987, Israel annually received $1.2 billion in all grant economic aid and $1.8 billion in all grant military assistance.  In 1998, Israel offered to voluntarily reduce its dependence on U.S. economic aid. According to an agreement reached with the Clinton Administration and Congress, the $1.2 billion economic aid package will be reduced by $120 million each year so that it will be phased out in ten years. Half of the annual savings in economic assistance each year ($60 million) will be added to Israel's military aid package in recognition of its increased security needs. In 2005, Israel received $360 million in economic aid and $2.22 billion in military aid. In 2006, economic aid is scheduled to be reduced to $240 million and military aid will increase to $2.28 billion.

 

For several years, most of Israel's economic aid went to pay off old debts. In 1984, foreign aid legislation included the Cranston Amendment (named after its Senate sponsor), which said the U.S. would provide Israel with economic assistance "not less than" the amount Israel owes the United States in annual debt service payments. The Cranston Amendment was left out of the FY1999 and subsequent appropriations bills. At that time Israel received $1.2 billion in ESF and owed only $328 million in debt service so the amendment was no longer needed.

 

In 1998, Israel was designated as a “major non-NATO ally,” which allows it to receive outdated military equipment the U.S. military wishes to sell or give away.

 

Roughly 26 percent of what Israel receives in Foreign Military Financing (FMF) can be spent in Israel for military procurement. From FY1988 to FY 1990, Israel was allowed to use $400 million in Israel. From FY1991 to FY1998, the amount was increased to $475 million. As U.S. military aid to Israel increased, according to the agreement to cut economic aid, the amout set aside for defense purchases in Israel has increased (but the percentage has remained roughly the same). In 2009, the figure was $671 million. The remaining 74 percent of FMF was spent in the United States to generate profits and jobs. More than 1,000 companies in 47 states, the District of Columbia and Puerto Rico have signed contracts worth billions of dollars through this program.

 

At the end of 1998, Israel requested an additional $1.2 billion in aid to fund moving troops and military installations out of the occupied territories as called for in the October 23, 1998, Wye agreement. Israel received $600 million of this in military aid in FY1999 and $300 million in each fiscal year 2000 and 2001 (see Wye funding table).

In February 2003, for the first time, Congress voted to cut aid to Israel against the wishes of the pro-Israel lobby and the government of Israel. The 0.65 percent deduction was not aimed at Israel; however, it was an across the board cut of all foreign aid programs for fiscal year 2003. The lobby and government also suffered a defeat when Congress deleted an administration request for an extra $200 million to help Israel fight terrorism. Even while cutting aid to Israel (which still was budgeted at $2.1 billion for military aid and $600 million for economic assistance), Congress included a number of provisions in the aid bill viewed as favorable to Israel, including a provision that bars federal assistance to a future Palestinian state until the current Palestinian leadership is replaced, and that state demonstrates a commitment to peaceful coexistence with Israel, and takes measures to combat terrorism.

 

The setbacks were also temporary as the Administration approved a supplementary aid request in 2003 that included $1 billion in FMF and $9 billion in loan guarantees to aid Israel's economic recovery and compensate for the cost of military preparations associated with the war in Iraq. One quarter of the FMF is a cash grant and three quarters will be spent in the United States. The loan guarantees are spread over three years and must be spent within Israel's pre-June 1967 borders. Each year, an amount equal to the funds Israel spends on settlements in the territories will be deducted from the loan amount, along with all fees and subsidies.

 

Altogether, since 1949, Israel has received more than $127 billion in assistance. This includes the four special allocations, the $10 billion in loan guarantees (spread over five years) approved in 1992, the $9 billion in guarantees offered in 2003, and a variety of other smaller assistance-related accounts, such as refugee resettlement (nearly $1.6 billion overall since 1973), the American Schools and Hospitals Abroad Program (ASHA), which supports schools, libraries and medical centers that demonstrate American ideas and practices ($171 million), and cooperative development programs (a total of $186 million since 1981). The total does notinclude funds for joint military projects like the Arrow missile (for which Israel has received more than $1 billion in grants since 1986), which are provided through the Defense budget.

 

Though the totals are impressive, the value of assistance to Israel has been eroded by inflation. While aid levels remained constant in total dollars from 1987 until 1999, the real value steadily declined. On the other side of the coin, Israel does receive aid on more favorable terms than other nations. For example, all economic aid is given directly to the Israeli government rather than allocated under a specific program. Also, starting in 1982, Israel began to receive all its economic aid in a lump sum early in the fiscal year instead of in quarterly installments as is done for other countries.

In August 2007, the Bush Administration agreed to increase U.S. military assistance to Israel by $6 billion over the following decade. Israel is to receive incremental annual increases of $150 mllion, starting at $2.55 billion in FY2009 and reaching $3.15 billion per year for FY2013-2018.

 

Israel receives the FMF aid in a lump sum in the first month of the fiscal year. The funds are placed in an interest bearing account and that interest is used to pay down Israel’s debt to the United States, which was $1 billion as of December 2006.

 

In addition to FMF, Israel also receives money for the joint development of missile defense systems. These amounts have been growing over the years, with the bulk of the funding going to the Arrow program.

 

Obama Signs Largest Aid Agreement

 

In September 2016, the two governments signed a new ten-year Memorandum of Understanding (MOU) on military aid covering FY2019 to FY2028. Although Prime Minister Benjamin Netanyahu sought a larger package, the MOU provides Israel with a record $38 billion in military aid ($33 billion in Foreign Military Financing (FMF) grants plus $5 billion in missile defense appropriations). According to the Congressional Record Service, This new MOU replaces the $30 billion 10-year agreement, which expires in FY2018. The terms of this MOU differ from previous U.S.-Israel aid agreements. For example, under the terms of the new MOU, Israel’s ability to convert 26.3% of annual FMF grants from dollars to shekels for use in Israel will remain until FY2024, but will then be gradually phased out, ending entirely in FY2028. Israel also will no longer be permitted to use a portion of its FMF to purchase fuel from the United States.

 

In addition, under the terms of the new MOU, the Administration pledges to request $500 million in annual combined funding for joint U.S.-Israeli missile defense programs such as Iron Dome, Arrow II and Arrow III, and David’s Sling. Previous MOUs did not include missile defense funding. Finally, as part of the new MOU, it has been reported that Israel pledged to reimburse the U.S. government if Israel receives more congressional assistance for FMF or missile defense in the last years of the current MOU (2017-2018). Israel also may have pledged not to request that Congress appropriate regular or supplemental military aid to Israel above the agreed upon annual amounts in the 2019-2028 MOU except in emergency circumstances, such as a regional war. In response, many Members of Congress have reiterated that funds pledged by the executive branch in any MOU are always subject to Congressional approval and that Congress may appropriate funds as it sees fit (Jeremy M. Sharp, U.S. Foreign Aid to Israel, Congressional Research Service, December 22, 2016).

 

Before embarking on his first international trip in May 2017 where he visited Saudi Arabia, Israel, and various European nations, the Trump administration announced it was adding an additional $75 million to the MOU signed in September 2016 for Israel’s missile defense programs.

 

The $1.3 trillion budget passed by Congress in March 2018 contained $3.1 billion in military aidfor Israel, along with $705.8 million for U.S.-Israel missile defense cooperation, and $47.5 million for U.S.-Israel anti-tunnel cooperation. That’s a record package of nearly $3.9 billion. The military aid was the first installment of the MOU approved by the Obama administration. While the amount of that agreement was hailed for being a record amount, Obama added several conditions aimed at weakening AIPAC’s influence and preventing Israel from seeking additional aid from Congress. It appears Congress sees no obligation to be bound by those terms, however, and increased the appropriation for Israel’s missile defense program by $105 million and anti-tunneling technologies by $5 million over last year’s budget.

 

In addition, for the first time, the U.S. defense budget for FY2019 included a provision for cooperation with Israel in countering unmanned aerial systems. Specifically, the two countries will identify the capability gaps that exist, identify cooperative projects that would address the gaps, assess the costs of the research and development, and assess the costs of procuring and fielding the capabilities developed.

In December 2014, President Obama signed the United States-Israel Strategic Partnership Act of 2014, which reauthorized the U.S.-Israeli Energy Cooperation program for an additional ten years until September 30, 2024. To date, a total of $13.7 million has been allocated for the grant program, known as BIRD Energy. As of 2016, U.S. and Israeli investment in BIRD Energy for 32 approved projects totalled $21.6 million.

 

The Partnership Act of 2014 also called on the Secretary of Energy to establish a joint United States-Israel Energy Center in the United States leveraging the experience, knowledge, and expertise of institutions of higher education and entities in the private sector, among others, in offshore energy development to further dialogue and collaboration to develop more robust academic cooperation in energy innovation technology and engineering, water science, technology transfer, and analysis of emerging geopolitical implications, crises and threats from foreign natural resource and energy acquisitions, and the development of domestic resources as a response.

 

A Department of Energy official said the agency planned to establish in FY 2017 a virtual center that will facilitate joint research in energy and related areas, subject to appropriations.

FDA Approves New Potent Battlefield-Suitable Opioid Despite Drug Epidemic

 

The US Food and Drug Administration (FDA) on Friday approved a powerful new opioid to use in care settings despite criticism from one of its own advisers.

 

FDA Commissioner Scott Gottlieb issued a special statement on the approval of the new drug, Dsuvia, noting that its use will be strictly controlled and that the agency understands the controversy behind its decision, the Washington Post reported.

 

“It fills a specific and important, but limited, unmet medical need in treating our nation’s soldiers on the battlefield,” Gottlieb said, noting that the drug will be sold in the form of a 30-microgram tablet designed to be put under the tongue, making it more suitable for battlefield situations where people cannot easily inject a drug.

 

Gottlieb also noted that the drug will only be authorized for use by professionals in healthcare settings and possibly on battlefields, so patients will not be able to get it at a pharmacy and take it home. Dsuvia is reportedly 10 times more powerful than fentanyl and 1,000 times more powerful than morphine. It was developed by manufacturer AcelRx in cooperation with the Pentagon, which spent millions of dollars on the project.

 

Public Citizen, a consumer rights advocacy group, objected to Dsuvia’s approval, as did Raeford Brown, the chairman of the FDA advisory committee, who wasn’t present during the vote regarding the drug.

 

“It is certain that Dsuvia will worsen the opioid epidemic and kill people needlessly. It will be taken by medical personnel and others for whom it has not been prescribed. And many of those will overdose and die,” Sidney Wolfe, the founder of Public Citizen’s Health Research Group, said in a statement.

 

Gottlieb, however, said the FDA would do more to balance efforts to fight the epidemic with the needs of people who need strong painkillers.

 

“We need to address the question that I believe underlies the criticism raised in advance of this approval. To what extent should we evaluate each opioid solely on its own merits, and to what extent should we also consider … the epidemic of opioid misuse and abuse that’s gripping our nation?” Gottlieb wrote in his statement.

 

The US is facing what has been called the worst drug crisis in the country’s history, with overdoses killing a record 72,000 users in 2017, according to preliminary data from the US Centers for Disease Control and Prevention. As in 2016, which had a death toll of approximately 64,000, the 2017 US death toll from drug use was higher than all US military casualties in the Vietnam and Iraq wars combined.

Brazilian Intelligence Reveals ‘Terrorist’ Plot Against Bolsonaro

 

Brazilian President-elect Jair Bolsonaro’s choice for minister of defense revealed on Friday that intelligence services had thwarted a “terrorist” attack against the conservative future head of state, who survived an assassination attempt to win last week’s election.

Officials had insisted that heightened security around the president-elect had been planned long before Bolsonaro won Sunday’s election and would have occurred if his opponent, socialist Workers’ Party (PT) candidate Fernando Haddad, had won instead. “The information suggesting that a planned terrorist attack against the president was thwarted is true,” Heleno said. “That was confirmed by intelligence authorities already.” O Globo notes that the general did not specify who was planning the attack or any details about the nature of the attempt, including when they attack may have occurred if not prevented.

 

Bolsonaro has increased personal security around him since September, when a socialist fanatic attempted to stab him to death at a rally in eastern Minas Gerais state. The assailant told police that he had been “ordered by God” to kill Bolsonaro. The attack occurred during a campaign rally in broad daylight and was caught on video. Bolsonaro suffered severe damage to his abdomen, requiring reconstructive surgery in his digestive tract, and could not campaign for much of the last month before the first round of voting on October 7. Bolsonaro did not appear in public when he won the election on October 28, instead delivering a victory speech from a private location. In his first public appearance since winning, which occurred at a church on Tuesday, his first words to the audience were “first, I want to thank God for being alive.”

 

In an interview Wednesday, Heleno, who will be responsible for imposing Bolsonaro’s right-wing law and order platform against crime, insisted that making Brazil a less violent place was a priority for the incoming administration. Heleno protested that, due to “an inversion of values in our history,” the government stopped properly dealing with criminals and allowed drug gangs, organized criminal syndicates, and corrupt politicians to thrive. “We cannot accept for us to walk little by little towards becoming a ‘narconation,'” he insisted. “The number of homicides in Brazil, the highest consumption of crack in the world, second-highest in cocaine, the highest passage of drugs [through the country] in the world. These are a series of titles that do not make the people proud. “It is absurd to treat this like a normal situation,” he continued. “This situation of excess deserves excessive treatment.”

 

In the same interview, Heleno addressed critics who fear that the Bolsonaro administration will violate legal procedures to capture drug criminals, insisting, “human rights are for righteous humans.” While Heleno will be responsible for establishing order and organizing the war on drugs, Bolsonaro announced Thursday the addition of another political figure with a reputation for being tough on crime to his cabinet: Judge Sergio Moro, the magistrate responsible for issuing the warrants that made dozens of arrests of politicians under the investigation known as “Operation Car Wash” possible.

 

Working alongside Moro, investigators in southern Curitiba state found evidence of a nationwide corruption scheme in which politicians of several major political parties overpaid private contractors for public projects in exchange for kickbacks. Moro became a folk hero among Brazilians in 2016 after he issued warrants for several major political figures. Among those arrested, convicted, and sentenced by Moro are former President Luiz Inácio Lula da Silva and former Speaker of the House Eduardo Cunha. “Federal Judge Sergio Moro has accepted our invitation to be minister of justice and public security. A lawyer for a U.S. Treasury Department employee charged with leaking to a journalist confidential documents on former Trump campaign chairman Paul Manafort and others, said on Friday that his client was motivated by public service. During Friday’s brief hearing, U.S. Magistrate Judge Sarah Netburn ordered that Sours Edwards may remain free on bail. She had previously pleaded not guilty at a hearing in Virginia, according to Agnifilo. She is currently on paid leave from her position. Prosecutors said beginning in October 2017, Sours Edwards illegally disclosed so-called suspicious activity reports connected to Manafort, accused Russian agent Maria Butina, the Russian embassy and a unit of Prevezon Holdings Ltd, a corporation owned by Russian businessman Denis Katsyv. Suspicious activity reports are submitted by banks to alert law enforcement to potentially illegal transactions.

 

Information from the disclosures was reported in 11 articles that appeared in BuzzFeed over the course of a year, prosecutors said. Agnifilo said Sours Edwards shared the reports because “she believes that certain pieces of information were not being handled the right way and were not being brought to the attention of the people who should know it,” though he did not give further details. He said Sours Edwards had also spoken to committees in Congress and to other government agencies about her concerns, and that her contact with the media was a relatively small part of her efforts. “It’s been going on for several years,” he said.

Thousands of voters reportedly received mailers criticizing Republican Senate candidate Josh Hawley, urging them to consider third party candidates in next week's election. Schmitt, a Republican, said that the lack of legally required disclaimers on the mailers makes it impossible for Missouri voters to know who is behind them and asked the FBI to get to the bottom of it. "Missourians deserve to know where these mailers are coming from, and why they failed to use a federal disclaimer on the mailers," Schmitt said. "That's why I'm calling for the FBI to investigate these dark money mailers."

 

Dark money groups have frequently been targeted by Sen. Claire McCaskill (D., Mo.), whose campaign told the Kansas City Star it "condemns all dark money efforts, including these mailers." Schmitt, however, said the groups attempting to illegally meddle in Missouri's election appear to be taking direction from McCaskill's campaign. "Claire McCaskill may have denounced the mailers, but the fact that these dark money groups are copying her attacks on Josh Hawley is no coincidence," he said. The Missouri Republican Party backed Schmitt's request for an FBI investigation, calling it an attempted "trick on Republicans." "I think it’s a trick on Republican voters to try to trick them into thinking there are more conservative candidates than Josh Hawley," said party chairman Todd Graves.

 

The Hawley campaign has pointed to McCaskill's admitted work in previous elections to meddle on the Republican side in order to get an advantage in the general election. But, many of the smaller outlying communities are following suit and these projects are going in, in those communities as well. Construction of President Donald Trump's border wall to begin in February

 

A $145 million contract has been awarded to start the construction of a border wall along the U.S. Mexico border in Texas.

U.S. Customs and Border Protection and the U.S. Army Corps of Engineers awarded a contract to construct about six miles of levee wall system in the Border Patrol’s Rio Grande Valley sector in Hidalgo County, a CBP news release states

The project is being funded by a share of this year's appropriations to Customs and Border Protection. The contract was awarded to SLS Co. Ltd. on Wednesday, the release states.

 

Construction is scheduled to begin in February 2019.

 

The project — dubbed RGV-03 — includes:

Construction and installation of tactical infrastructure including a reinforced concrete levee wall to the height of the existing levee

18 feet tall steel bollards installed on top of the concrete wall

Vegetation removal along a 150-foot enforcement zone throughout the approximately six miles of levee wall system

The enforcement zone also will include detection technology, lighting, video surveillance, and an all-weather patrol road parallel to the levee wall, the release states.

"Once constructed, this levee wall system will serve as a persistent impediment to transnational criminal organizations, while still allowing river access for property owners, other federal/state/local officials, local emergency responders, and USBP," the news release states.

China Reveals Plans for ‘Phantom’ Underwater Drone War Against U.S.

 

Artificial intelligence-powered drone subs to target American carriers

 

China’s military is preparing to wage autonomous underwater warfare against the United States, including the use of drone submarine attacks on American aircraft carriers, according to the official Chinese military newspaper. "Underwater offensive and defense operations constitute a major battle domain for the seizure of sea supremacy, and represent a major means of winning superiority in maritime operations," the newspaper of the People's Liberation Army stated in an Oct. 25 report. The report said China envisions future unmanned underwater vehicles conducting stealthy autonomous attacks and relying on networks of sensors planted around the world in the sea floor that can be triggered by satellites.

 

Autonomous underwater warfare capabilities are part of the Chinese military's decades-long arms buildup of forces capable of defeating the United States. The PLA report provides a rare glimpse into Chinese military thinking for deterrence and future underwater warfare.

 

Smart submarines operating and attacking on their own, and new high-tech underwater weapons are the "new frontier mainly for laying ambushes with underwater robots, smart ‘phantom' weapons, and bionic fish-like devices to shape a network-based operations system." Underwater attacks will be carried out using AI-powered robot submarines that operate "without relying on human control" to assess targets automatically, and organize coordinated attacks in what the military report calls "underwater phantom warfare." "Before a crisis evolves into a war, the ‘phantom' weapons may be deployed ahead of time in a way of deep submerging below the sea surface or deep lurking on the seafloor beneath a strategic sea channel, or a sea strait that the adversary's vessels will certainly pass through, one may activate such weapons via the space-based or sea-based low-frequency signal system to shape a pre-deployed underwater operations system with the capability of self-determined smart attacks," the report said. AI underwater drones also can be used to impose a self-activated blockade of fixed targets based on the weapons' automatic target identification capabilities. The drone submarines also will employ unbreakable coded communications and data transmission sent by advanced quantum computers.

Tried working it out once 2 years ago based on percentages of Latinos in public schools, national population, border crossing trends, welfare trends, hospital statistics etc. but had to guess on how many were legal from the statistics, kids per family, single vs married parents, blah blah. Ended up spitballing it between 30-35 million by downplaying # of children per family to 2, saying 1 parent and dividing the Latino population evenly between legal/illegal.
