According to Judicial Watch, Obama had a secret program to move illegal migrants from the borders to various locations around the country.

These locations also have the highest number of arrests of MS-13 members (and thus the highest concentration of MS-13 members). We know that people in the caravans get paid cash by gun-toting “money men” and that MS-13 are used for “wet work”—killing people who don’t go along with the DS program (Post 2395).
It seems possible and even likely that MS-13 may help bring people over the border, accompany them to strategic voting locations (originally determined by Obama administration), and act as enforcers to get illegals to vote and to vote in whatever way Obama admin wanted.
