in 1979, Our POTUS just signed menorandum this to give the water back to western states like California, back in the late 70's (1979) they diverted the water into the ocean creating the decades long drought out that way, and he is now fixing that by this memorandum he just signed and is now going to stop it from going into the ocean and giving the water back to the people of the western states
There hasn't been a water shortage all a long apparently, and those in control of the water to those states decided to dump it into the ocean to create the severe water shortages to like California for the last 40 years or so
