Think of how hot of a camp fire you need to melt thin walled aluminum beer or soda cans. Now look at the melted aluminum rims and how close the unburned trees are. Is this was a fast blowing fire fueled by dead undergrowth and wind, there is no way it got hot enough and for long enough to do that to thick aluminum rims even if the tires caught fire (unlikely)

Especially in california where it is unlikely that the car would have started on fire at all by the looks of the surroundings. I have an old saturn (plastic body panels) that I had a raging pit fire with at least 10 foot high flames going less than 15 feet away from it. Not even a tiny wrinkle or wave in any body panel afterwards

I don't think there really was a reason for it ending there. I think that it was assumed that that would be enough time and someone just arbitrarily ended it there
