How else can he be gotten out of the embassy? And don't we want him testifying under oath?
2 more reasons beyond protection in my opinion.
1) They want someone not connected to the administration to reveal everything.
2) This gives leverage against a whole swath of people on the fringe of the major crimes to speak up now before the axe falls
