What Is Public Law?

"Public Laws are of general application" It is passed by Both Houses of Congress, and signed by the President of the United States.

Public law is that part of law which governs relationships between individuals and the government, and those relationships between individuals which are of direct concern to society.[1] Public law comprises constitutional law, administrative law, tax law and criminal law,[1] as well as all procedural law. In public law, mandatory rules prevail. Laws concerning relationships between individuals belong to private law.

It is Public Law 102-14, 102nd Congress. Joint Resolution was passed by Congress on March 26, 1991 - on the Birthday of the Leader of the Lubavitch-Chabad Movement, Grand Rebbe Menachem Mendel Schneerson.
