Curious because if someone was being opportunistic, but hadn't actually visited the site to check the lay of the land, they may not have known about that culvert.
Imagine having a live satellite feed of the motorcade, a list of known assets (cars that could be remotely comped), and a clear path (break in the trees) from an unlikely vector (tree-lined residential street without direct access to the road, i.e. no law enforcement present.
Here's the business of the parking lot where it was filmed from. Zoom in to ID the end of the guardrail, and the car came out between the two light poles (you can see the shadows) to the east.
