My basement was built in the 1950's, and I must say those cinder blocks (why "cinder" if not flyash) look like new still. I was told they probably have flyash in them. That would be before patents in the 1970's.
I thought that if all 3 countries signed a replacement, it could be seen as a modification to NAFTA and wouldn't have to go thru Congress. (Whereas if only Mexico signed and Canada didn't, it would have to go to Congress. Since we seemed quite willing to freeze Canada out, it was speculated that the opportunity to avoid Congress was the only reason to talk to Canada right at the end. (remember talks with Canada were extremely rushed.)
But now Trump seems very happy to flip it to Congress anyway. Maybe he wants a no-deal exit even more than the USMCA, in case Congress can't pass it.
