Opinion - Constitutional Amendment Ideas

 

To ensure the Constitutional duty to pass appropriations is performed by Congress in a timely manner and uninterrupted operation of the federal government on behalf of the citizens.

Congress shall pass bills of appropriations before the start of the fiscal year. One third of pay for Congressional members and staff shall be withheld from the time the President submits a budget until each bill of appropriations is passed by both chambers. For bills of appropriations not passed before the start of the fiscal, the withheld pay shall be forfeited to the Treasury. Each appropriations will be fairly pro-rated.

 

To help ensure the conduct as a whole of Congress has a vote of confidence from the citizens.

Increase in pay for members of Congress and staff may only be granted after the specific proposal of pay is put to a vote by the citizens during a federal general election.

 

Ensure integrity in the passing of legislation.

No bill introduced in either Chamber may be amended so as to replace the full text of a bill. Amendments to a bill must relate to the content of the original bill introduced and be specified in the amendment. If a progression of approved amendments changes or replaces more than one half of the original bill, the bill shall be deemed dead in committee but may be reintroduced as a new bill with amendments incorporated in the text of the new bill. Bills of appropriations will be exempt from the amendment one half change provision.

Opinion - Constitutional Amendment Ideas (Legislation)

 

Promote ethic conduct in lobbying to Congress.

Lobbyist must be registered with the federal government. Lobbyist must present their concerns and proposals thru offices of legislators within their their district or state. Any meetings between lobbyist and legislatures conducted in the Capital area must be scheduled through the home offices and then coordinated with legistor's Capital office. A public record of all meetings with lobbyist shall be maintained and must be updated within 2 business days of meetings. The public record of meetings shall be maintained and readily accessable to the public without need of a FOIA request.
