Start watching a little before that - at around 2:12:43.
From this angle you can see Jeb figditing around quite a bit as they are preparing to move the casket. Looks like he drops something too and picks it up. Everyone else looks still.
Then the view shifts to the front looking towards them. Laura has her hands down holding the program. Did Jeb give her what was dropped, then she read it and showed it to him??

Then at 2:13:57 she looks down for a moment to read (probably the envelope) what seems like Jeb had dropped earlier and gave to her.
At 2:14:31 she is not reading it yet, but just a few seconds after she begins reading…
At 2:14:43 her head goes down again and begins taking a closer look.
Then at 2:14:52 her mouth begins to drop open and it looks like POTUS is watching her reaction.
