The fact that Cardinal Pell has not been 'pecked' by those above him implies that those above the #3 support his actions and/or have made a 'greater good' argument which allows those superiors to suppress Pell's crimes.
Another example of a circular argument (Steele dossier/Isakoff Yahoo) - we cannot expose Cardinal Pell because it would harm the 'church'.
