Firstly, the voice over not syncing up to the lips/facial structure at the end of the clip is a dead give away that it's edited. Coincidently, that edit is at the same time as the seeming aspiration of the kid, and can be explained as an old adobe after effects technique prominently used by the video game montage community circa 2007-2010.
The effect is likely built on the 'Twixtor' effect that is used to create a slow motion effect where the frame rate doesn't have enough frames per second to smoothly display over time. It does this by taking two key frames and then applying a motion blur effect in conjunction with creating multiple new frames from neighbouring key frames to give the effect of slow motion.
However, it has trouble when the background and foreground are not static, causing a ghosting/rippling effect around the moving parts, which can create weird transitional effects.
The two key frames they used in the news piece, the start keyframe being as she finishes talking, and the end keyframe, from another clip where she starts to smile, has this transition effect applied. Since the effect is a plug in, it applies the effect to the whole screen, meaning that where the kid appears is also 'Twixtor'd, blending an empty space into an occupied space with the kid.
