Explain the probable REASON for the Twin Otter's peculiar flight path, and demonstrate that it is probably something very mundane like checking antenna radiation pattern from the Navy Research Lab on Chesapeake Bay (center of the circumference flown).

I suggest adding these to your

to remove the speculation and bring it toward a more evidence-based series of posts (which it was).

One more thing … that callsign ANVIS.

Ham radio anons are familiar with the acronym NVIS which means Near-Vertical Incidence Skywave. It's a type of antenna designed to send an HF signal upward and then back down for local/regional comms, rather than try to project the signal horizontally as many other antenna systems do.

 

"Near vertical incidence skywave, or NVIS, is a skywave radio-wave propagation path that provides usable signals in the range between groundwave and conventional skywave distances—usually 30–400 miles. It is used for military and paramilitary communications, broadcasting, especially in the tropics, and by radio amateurs."

 

ANVIS also stands for Aviators Night Vision Imaging System although that does not fit this situation as well. It probably has some other meanings, not obvious to me.
