Have you considered using IPFS for the spreadsheet? It encrypts everything, is decentralized and does versioning as well, removing duplicates. I'm not an expert on it but thought it might be useful for this application. At least that way if anyone deleted the answers, there would still be potentially thousands of copies out there not affected. Just a thought.
