Definitely Spicer. Reince has absolutely no military connection at all so when a 46 year old is getting a (basically) field commission from civilian to officer of the Navy that is something everybody should be very curious about.
It simply doesn't happen. You would have to go back to WW2 to find examples of it. There is 100% something afoot with that and the fact that the recommendation is coming from Mattis, who just "resigned", should also speak VERY loud volumes. This is a big deal and notable and should not be cast aside.
