One could debate the etymological basis of government. I think the origin of government is a form of blackmail dating back to raping and pillaging of crops by interlopers, where once sufficiently subdued the pillaged were offered by the the pillagers protection in return for a share of the crops (taxation, in other word) and the choice of the most eligible females.
Depends on your definition of religion. Remember, any origin of the natural is necessarily super-natural. So there is a truth about origins. If that leads to a Creator and due worship of that Creator and acknowedgement of His commandments, then that is true religion. All others are necessarily false.
