our cartel head has a doppelganger that has been living at his house, wearing his clothes, driving his three vehicles, going about his normal 'domestic' routine.
the real cartel head comes and goes in the regular vehicle visitor traffic that is normally at 'this' house (cartel head has quite a few properties, locally.)
the doppelganger is fat faced and aged fifties; cartel head is skinny, wrinkled and in his 70s.
likewise the cartel head has a very fat wife with very long hair and evil eyes (oughta see this one with a machete!) and the doppelganger wife is shorter, not as fat, younger, and hair not as long.
needed an alibis?
to the casual observer the cartel head was never 'missing.'
if cabal does it, and cartel is cabal, mebbe cartel does it too.
